Jeon Joo-hwan (31, arrested), a ‘stalking killer at Shindang Station’, was sentenced to 9 years in prison in the first trial for stalking and illegally filming the victim.

On the 29th, the 12th Criminal Division of the Seoul Western District Court (Chief Judge An Dong-beom) sentenced Jeon to 9 years in prison for violating the Act on Special Cases concerning the Punishment of Sexual Violence Crimes, the Punishment of Stalking Crimes, etc., and violating the Information and Communications Network Act.

He also ordered 80 hours of stalking treatment and 40 hours of sexual offence treatment programs.

At the decision hearing last month, the court accepted the nine-year prison sentence that the prosecution had requested for Chun.

The case sentenced today took place before Chun’s retaliatory murder at Sindang Station.

In early October last year, Jeon was charged with creating anxiety 351 times, such as sending illegal footage to a victim who was a motive for joining the Seoul Transportation Corporation, intimidating and sending messages.

After the victim reported it to the police, there is also a charge of stalking by sending text messages 21 times from November last year to February this year, requesting an agreement.

The two cases were merged during the trial.

When he was sentenced to nine years in prison for these two incidents, Jeon had a grudge once morest the victim and killed the victim at Sindang Station on the 14th of this month, the day before the original sentencing date.

The court said, “Contrary to the (stalking and illegal filming) trial process, which was contrary to the fact that he submitted a self-reflection letter several times, he found the victim and committed the (murder) crime. Considering the need to prevent it, the sentence will be higher than the usual sentence,” he said.

He continued, “As the victim reported damage on 112 on October 4 last year, the defendant received a warning from the police that stalking would be subject to criminal punishment. went,” he pointed out.

Jeon, who sat on the defendant’s seat in a shroud, requested that the sentencing date in this case be postponed shortly following the trial began.

He explained that the intention was to merge it with the retaliatory murder case currently being investigated by the prosecution, and he said calmly, “I want the public’s attention and the media’s focus to be lessened as time goes by.”

However, the court did not accept it and made the decision as scheduled.

The court explained that it had already considered whether to merge or not, “The hearing in this case has already been sufficiently (the trial process) to be able to make a decision, and it is judged that it is meaningful to make a separate sentence.”

“I send my deepest condolences and condolences to the victims and their families,” he said.

Attorney Min Go-eun, the victim’s legal representative, criticized Jeon’s request to postpone the sentencing, saying, “The defendant is self-centered and does not truly reflect.”

The Seoul Central District Prosecutor’s Office (Team Leader Kim Soo-min, 3rd Criminal Division Chief), who is investigating the charge of retaliatory murder under the Special Act, extended his arrest period the previous day until the 10th of next month.

According to the Criminal Procedure Act, the arrest period for a suspect in the prosecution investigation stage is 10 days, and can be extended once if the court obtains permission.

Prosecutors plan to investigate Chun’s motive for murder, whether he had planned ahead of time, and how he accessed the Seoul Transportation Corporation’s internal network without permission, even following being dismissed from office, before handing it over to trial before the 10th of next month.
