Simplifying Financing for Social Housing Projects: How Organizations Can Overcome Obstacles

Organizations carrying out social housing projects are often faced with an “obstacle course” to obtain the necessary financing, acknowledged Monday the Minister of Housing, France-Élaine Duranceau, during the inauguration of a building of 23 apartments intended for people suffering from mental health problems. “But we will try to make it simpler for the next ones,” she promised.

The minister participated in a press conference in the Saint-Michel district of Montreal to announce the opening of Habitations des Papillons, a $5.6 million project from the Mûrier organization, which will offer various services, such as psychosocial and community monitoring, food security programs as well as opportunities to experience employment within the organization.

The construction was carried out thanks to contributions of 2.5 million from the federal government, 1.2 million from the government of Quebec, through the AccèsLogis Montréal program, and $846,000 from the City of Montreal.

“It is a pleasure to see this project come to fruition following ten years of steps and efforts on the part of so many people involved. Our strength lies in our community, which comes together to offer a better quality of life to people very affected by financial vulnerability,” reacted Alex Chayer, general manager of Le Mûrier.

“It is thanks to passionate people that these projects end up seeing the light of day. Bravo for not giving up,” underlined Minister Duranceau, congratulating the employees and members of the board of directors of the organization.

Les Habitations des Papillons will offer two components: one for transitional rooms, intended for young adults aged 18 to 35 who, for example, are leaving hospitalization, and the other for affordable permanent housing. People who reside there will obtain a rent supplement from the Quebec government, which will allow them to pay 25% of their income for housing.

Dozens of other social housing projects have long been waiting for funding from Quebec to come to fruition, whether through the AccèsLogis program or the Quebec Affordable Housing Program (PHAQ), which has now replaced it.

On Monday, Ms. Duranceau defended her PHAQ, launched two years ago. According to the dashboard of the Société d’habitation du Québec (SHQ), only seven projects, totaling 324 housing units, financed by the PHAQ are currently “in progress”.

“In the coming months, you are going to see shovelfuls of earth from PHAQ,” she assured. It’s normal, a project takes three months between ideation and delivery. »

The projects that received funding at the launch of the PHAQ will break ground in the coming months, she adds. Only a few will need to be sent back to the “drawing board”.

Last month, the minister announced that 47 projects providing for 2,574 new housing units were selected as part of the PHAQ’s second call for projects.
