Simplified social dialogue has made the role of elected officials more complex

In the wake of the 2017 work orders, the social and economic committees (CSE) replaced the previous staff representative bodies in 2018: the works council, the staff delegates and the health, safety and working conditions committee. work (CHSCT).

In 2023, the majority of CSEs are coming to the end of their first term: it’s time to take stock. On the occasion of HR Meetings, the monthly management news meeting organized by The world in partnership with ManpowerGroup and Malakoff Humanis, around ten HRDs debated on Tuesday, June 6, the consequences of the reform on social dialogue.

In the introduction, the sociologist of work and professional relations Frédéric Rey, also a lecturer at the CNAM, presented the main lessons of a study commissioned by the CFDT and published in January 2023on the experience of nearly 3,000 elected officials since the creation of the CSEs: “The rationalization of the dialogue desired by the reform has had perverse effects in companies. » He lists: “A reduction in resources and an increase in the subjects treated; the impression of a superficial social dialogue, which respects forms but does not really contribute to the co-production of company rules; finally the transformation of the exercise of mandates: more files, more technical, which affect a broader set of issues. »

Simplification and centralization of exchanges with elected officials

Although the sample is not representative because it includes a majority of respondents who are executives, union delegates, and those working in large companies, Mr. Rey adds that “What we see is therefore what the elected representatives of companies with the most resources have experienced! »

In general, HRDs have not had the same experience: they welcome the simplification and centralization of exchanges with elected staff. “Overall, we manage to make our bodies work properly, the CSE has clarified things”, believes Valérie Migrenne, HRD of the Societe Generale network. In 2024, eleven CSEs “of regions” will be created there.

Jean-Louis Sotton, HRD at the American Hospital in Paris, says he saw duplicates that existed between CHSCT and EC disappear: “With the reform, all the information consultation part is concentrated on the CSE, and the CHSCT deals with twice as many concrete subjects to improve working conditions. The CSE brings together all the opinions, it is a complete partner who gives an overall opinion. »
