Simbara Detects Misappropriation of Mine Management – 2024-07-26 01:25:32

MINISTER of Energy and Mineral Resources (ESDM) Arifin Tasrif revealed that the Mineral and Coal Management Information System (Simbara) can detect misappropriation in the management of mining businesses by irresponsible parties.

An example of fraud is the use of an invalid State Revenue Transaction Number (NTPN). NTPN is a validation number for proof of payment of state revenue from taxes and non-taxes that enter the state treasury by mining companies.

Another fraudulent mode that was revealed was the avoidance of non-tax state revenue (PNBP) in the form of local NTPN used for export and other modes. This was conveyed by the Minister of Energy and Mineral Resources during the Launching and Socialization of the Implementation of Nickel and Tin Commodities through Simbara at the Ministry of Finance Office, Monday (22/7).

“The implementation of this system for coal commodities has detected several modes in the form of invalid NTPN usage, multiple NTPN usage, and unreasonable NTPN usage periods,” said Arifin.

Arifin explained that since October 2023, the government has implemented Simbara for coal commodities to encourage the optimization of mining services that are more transparent, accountable and able to increase state revenues.

With this integration, he ensures that only mining companies that are registered and have a work budget plan (RKAB) document will receive a state revenue transaction number or NTPN.

In Simbara, data is aligned between the Mineral Online Monitoring System (MOMS), Sales Verification Module (MVP) and the Electronic Non-Tax State Revenue System (EPNBP) for minerals and coal. E-PNBP is an application to calculate the value of a company’s obligations in paying off PNBP for minerals and coal commodities.

“The existence of Simbara is expected to bring significant implications for mining industry stakeholders in improving regulatory compliance, operational efficiency, transparency,” Arifin emphasized. (N-2)
