The defendants, Liu Zilong, 19, and Chen Yanting, 18, were escorted to the High Court by prison van. The defense pointed out that the two had no criminal record and regretted it followingwards. The defendant, Chen Yanting, suffered from panic disorder. Judge Du Libing emphasized that rioting was a serious crime, and a background report was required before sentencing.

The incident occurred on November 14, 2019. At the North District Town Hall, Luo Changqing, a cleaner outsourced from the FEHD, was hit by a brick and died. At the beginning of the trial, the two defendants were charged with murder, but Judge Du Libing believed that the evidence was insufficient and changed the charge to manslaughter. The jury ultimately found not guilty of manslaughter and wounding with intent, and guilty of rioting.
