Shi Taisheng, the second generation from other provinces, was born in Tainan Military Village in 1946. He ran for the Tainan City Councilor three times. In 1973, he ran for the Tainan City Councilor for the first time and lost. In 1982, he once more lost the election. In 1990, he ran for three times before being elected. Lu, served as the deputy secretary-general of the KMT group of the Tainan City Council, and had a smooth journey.
