Shenzhen Launches Guangdong’s First Joint Sino-American Law Firm Office to Support Chinese Enterprises Going Global

Nanfang Daily News (Reporter/Zeng Zihang) On July 26, the Guangdong Zhiheng Law Firm and the American Seiler LLP (Qianhai) joint office were awarded certificates by the Shenzhen Municipal Bureau of Justice. The first joint office of Chinese and foreign law firms in Guangdong has officially been established, making Shenzhen the second region in the country to have a joint office for Chinese and foreign law firms.

In 2021, the Central Comprehensive Rule of Law Commission issued the “Opinion on Supporting Shenzhen to Build a Demonstration City for Socialism with Chinese Characteristics in the Rule of Law,” which clearly stated the allowance for “the establishment of joint operations between mainland Chinese law firms and foreign law firms in Qianhai.” In 2023, the Guangdong Provincial Department of Justice issued the “Implementation Measures for the Pilot Joint Operations of Chinese and Foreign Law Firms in the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone,” making Shenzhen the third region, after Shanghai and Hainan, to carry out pilot joint operations for Chinese and foreign law firms, and currently the only area in Guangdong Province undertaking this innovation.

The Secretary of the Party Committee and Director of the Shenzhen Municipal Bureau of Justice, Jiang Xiaowen, believes that the establishment of the joint office of Chinese and foreign law firms is a beneficial supplement to further enhance Shenzhen’s role as a hub for foreign-related legal services and improve its legal service capabilities.

The smooth implementation of the pilot project for the joint operation of Chinese and foreign law firms will better promote the construction of the Qianhai Shenzhen-Hong Kong International Legal Service Zone, comprehensively enhance Shenzhen’s level of foreign-related legal services and international influence, marking a key milestone for the opening up of Shenzhen’s legal service industry.

The joint operation of Chinese and foreign law firms is a win-win strategy, allowing both parties to jointly provide clients with seamless connections between international and Chinese legal services, achieving one-stop legal consulting and solutions.

Zhang Shanhua from Guangdong Zhiheng Law Firm stated: “Through this platform, legal professionals from both countries will better communicate and collaborate, providing higher quality, more efficient, and convenient legal services for enterprises and individuals from both countries, helping both parties continue to cooperate and develop in the international market.”

The joint office will actively explore and develop specialized legal services related to the 337 investigations and 301 investigations in the China-US trade sector, based on its advantages in multinational investment and mergers, international data security, cross-border e-commerce, international intellectual property protection, international litigation arbitration, and multinational marriage immigration, providing more efficient, convenient, and professional legal support for Chinese enterprises going abroad to the United States.
