As August 1st approaches, the CCP’s military website has to talk about “political army building”, “strengthening the army” and “border, sea and air defense” at the same time, sending out comically confusing signals.

Concerns intensify over Zhongnanhai

On the afternoon of July 30, the Political Bureau of the Communist Party of China collectively studied “Border, Sea, and Air Defense.” Xi Jinping said in his speech, “A century of changes are accelerating… the connotation and extension of border, sea and air defense have undergone profound changes, the influencing factors have become more complex, and the construction of border, sea and air defense is facing new opportunities and challenges.”

During the Rim of the Pacific military exercise (RIMPAC 2024) live-fire sinking exercise (SINKEX) on July 19, a retired US military amphibious assault ship was sunk; another retired amphibious dock landing ship was also sunk on July 11. The exercise is obviously targeting the Chinese Communist Party’s Type 075 amphibious assault ship and Type 071 landing ship. The precision-guided bomb carried by the B-2 bomber completed the final blow.

The spokesperson of the Ministry of National Defense of the Communist Party of China claims that he is “not afraid”, but Zhongnanhai is afraid. The B-2 bomber can sink the CCP’s landing ship, can also conduct air strikes on the CCP’s coastal military targets, and can also bomb Beijing. It is impossible for the CCP’s top brass not to be afraid. On the eve of August 1st, the Political Bureau of the Communist Party of China did not learn to “strengthen the army”, but suddenly learned to “border, sea and air defense”, which exposed a serious problem.

This series of unusual requests is reminiscent of the limited air strikes launched by Israel and Iran in April. On the night of April 13, Iran launched approximately 170 drones, 30 cruise missiles and 120 ballistic missiles towards Israel. Israel stated that 99% of them were intercepted, and the US military and coalition forces also participated in the interception operation. The CCP’s air defense system, which is dominated by the S-300 and imitation Hongqi-9, may be difficult to block US air strikes. Of course, the top leaders of the Chinese Communist Party will be worried.

The CCP was always afraid of being beaten until it failed to “strengthen its army”

On August 1, the CCP’s “Qiushi” magazine published Xi Jinping’s article “Achieving the Centenary Goal of the Founding of the Army and Creating a New Situation in the Modernization of National Defense and the Army”, which was a report delivered by Xi Jinping at the 20th National Congress of the Communist Party of China on October 16, 2022 a part of. This article first emphasizes the Party’s “absolute leadership” over the military, and secondly calls for “study and mastering the characteristics and laws of information-based and intelligent warfare…increase the proportion of new combat forces in new domains…promote reconnaissance and early warning, joint strikes, battlefield support, and comprehensive support System and capability construction…in-depth advancement of actual combat-oriented military training…to win local wars.

The Chinese Communist Party’s army has repeatedly shouted “strengthening the army”, but it knows that it is not yet a modern army and can only hope to cope with local wars.

The article also stated that it is necessary to “accelerate the construction of modern logistics, implement major projects in national defense science and technology and weapons and equipment, and accelerate the transformation of science and technology into combat effectiveness.”

Now that the Rocket Force and Equipment Department have been reorganized, the CCP’s Dongfeng-21 missile inventory has also shrunk significantly. A large part of the “strong army” has collapsed, and the submarine is rumored to have been involved in another accident. The slogan of “strong army” is being used more and more by the “political establishment” “Army” slogan was replaced.

On July 31, the Ministry of National Defense of the Communist Party of China held an “August 1st” reception. Minister of National Defense Dong Jun delivered a speech, saying that it is necessary to “use the political army-building strategy of the new era to lead the new journey of building a strong army…to forge absolute loyalty”; the “focus” mentioned in the past “Prepare to fight and win” was put at the back.

Dong Jun failed to replace the member of the Military Commission at the Third Plenary Session of the Central Committee of the Communist Party of China, so he should be feeling uneasy and trying his best to show his loyalty. Of course he knows that the current top priority for the Chinese Communist Party’s military is not “preparing for war,” but ensuring “loyalty” to the leader of the Chinese Communist Party through “political training.” Until concerns about civil unrest in the military are resolved, the CCP leaders should not dare to go to war with other countries. Today, the deterrence of the US military is becoming more and more real, and the Chinese Communist Army is more afraid of being beaten.

On August 1, the Chinese Communist Party’s “Liberation Army Daily” also published an article “Promoting the Construction of Modern Border, Sea and Air Defense”, quickly echoing Xi Jinping’s latest speech. The article stated that Xi’s speech “analyzed the new opportunities and challenges faced by the construction of border, sea and air defense”, answered a series of “fundamental, overall and directional major issues” in modern “border, sea and air defense” and provided guidance for all parties. This task “points out the direction of efforts and provides fundamental compliance.”

Xi Jinping’s latest speech has become the new “prime directive.” The article also combines the description of modern history, “There are no defenses on the land, the sea is wide open, and the air is full of invaders… National defense includes and relies on border, sea and air defense… There is no greater defense for a country than this.”

The CCP military is constantly provoking and bluffing everywhere, but it also knows that coastal defense is full of loopholes, and overnight it suddenly started talking about “border, sea, and air defense.” Officers at all levels should be relieved. Everyone hopes that defense must be taken care of before attacking; of course it is best to only defend without attacking. No one wants to go to war, and relying on huge military expenditures to get by may be the true thought of most generals.

Is “border and sea air defense” to prevent US air strikes?

Xi Jinping’s speech on “border, sea and air defense” did not have much specific content, but he mentioned “optimizing the civil air defense construction model and building a modern civil air defense system… Relevant departments of central and state agencies, local party committees and governments must strengthen national defense awareness “.

Articles in the CCP military newspaper can only repeat the same words. Everyone in the CCP military knows that the so-called “border, sea and air defense” should mainly be prepared to prevent US air strikes. From the Yellow Sea and the East China Sea to the Taiwan Strait and the South China Sea, the US military has many target options for possible air strikes and many attack routes. Stealth fighters also have penetrating strike capabilities, which makes it difficult for the Chinese Communist Party’s air defense system to cope with them.

According to the Chinese Communist Party, “civilian air defense” is juxtaposed with “important area air defense” and “field air defense.” Xi Jinping only mentioned “civilian air defense” and did not mention “important area air defense” and “field air defense.” However, he mentioned that central agencies and local party committees should “strengthen national defense awareness,” which is tantamount to implying that these may be targets of US air strikes.

The so-called “civilian air defense” mainly includes air defense warning, evacuation and concealment, protection of important targets, and disaster relief after air strikes. The CCP only mentioned “civilian air defense”, which may be trying to spread some kind of panic to intensify public anti-American sentiment; but it also revealed the truth, that is, the CCP’s air defense missiles are mainly used to protect military targets and CCP officials, and will not protect ordinary people. In fact, it is impossible for the US military to attack innocent people; the top leaders of the CCP are afraid that they will become targets of air strikes, and the CCP’s military and political institutions are also likely to become targets of air strikes.

Confusing messages from the CCP’s military network

The CCP’s military website and military newspapers need to publicize Xi Jinping’s speech on “border, sea, and air defense” as soon as possible; but political rectification training must not be forgotten. On August 1, the CCP Military Network also published an article “Scientific Guide to Political Army Building in the New Era and New Journey – In-depth Study and Implementation of Chairman Xi’s Important Speech at the Political Work Conference of the Central Military Commission.”

It is foreseeable that more news will come out about the purge of the Chinese Communist Party’s military. Recently, Wu Yanan, the new commander of the Southern Theater Command of the Communist Party of China, appeared. He served as the commander of the Central Theater Command in 2022; he was transferred to the Joint Operations Command Center of the Central Military Commission in 2023; and now he has been transferred to the commander of the Southern Theater Command.

Wang Xiubin, the former commander of the Southern Theater Command, was found to have appeared during a collective study session of the Political Bureau of the Communist Party of China on July 30, and it seemed more like he had been promoted. Wang Xiubin served as deputy commander of the 31st Group Army in 2013 and should be regarded as one of Xi Jinping’s close associates; he was promoted to deputy commander and chief of staff of the Eastern Theater Command in 2019, when He Weidong was the commander of the Eastern Theater Command. In 2021, Wang Xiubin was promoted to commander of the Southern Theater Command, leveling up with He Weidong.

The new commander of the Northern Theater Command of the Communist Party of China, Huang Ming, also appeared recently. He was promoted to the commander of the Central Theater Command in 2023 and is now in charge of the northern theater. Wang Qiang, the former commander of the northern theater, is said to have another appointment, and some say he may be transferred to the commander of the central theater.

On August 1, the CCP military website published at least seven or eight articles on various topics. The CCP military is facing multiple contradictory tasks and is releasing multiple confusing signals. Political cadres should have a lot to do, but military generals will be at a loss.

Conclusion

Before and after August 1st, the Chinese Communist Army simultaneously promoted “strengthening the military,” “political training,” and “border, sea, and air defense.” While releasing confusing messages, it also once again revealed the chaos of the Chinese Communist Army.

Chinese bombers and Russian bombers flew alone to Alaska without fighter escort and were intercepted by U.S. and Canadian fighter jets; Chinese warships also recently arrived near Alaska.
