According to The Hindu, citing sources, “scheduling difficulties” might be among the reasons for the refusal of the leaders of the countries to attend the summit. In addition, the Indian government has not received final confirmation from a number of heads of SCO member countries, including the leaders of China and Pakistan. Also, the interlocutors of the publication noted that the schedule of Indian Prime Minister Narendra Modi is also “very busy”.

The Indian Foreign Ministry added that all countries belonging to the SCO were invited to the summit: Russia, China, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan.
