Shanghai adheres to ‘precision quarantine’ instead of ‘city blockade’ despite the rapid increase in the number of infections

There are also observations that the Chinese leadership is experimenting with a new flexible quarantine model that can minimize economic damage even if it takes longer to realize ‘zero corona’ than full lockdown in Shanghai, which has abundant economic power and efficient administrative power.

The Shanghai quarantine authorities held a press conference on the 21st and announced that 758 people (734 asymptomatic infections) were found the day before.

This is equivalent to 17.5% of the 4,331 new cases of COVID-19 across China the day before.

As the number of people infected with COVID-19 is increasing, mainly asymptomatic patients, Shanghai has become the second most spread of Corona 19 following Jilin Province in northern China, which is the center of the spread of Corona 19 in China.

However, the city of Shanghai is adhering to a ‘precise quarantine’ policy that blocks several places like a checkerboard, mainly in residential areas where confirmed cases or close contacts are found, without blockade of the entire city, despite the increase in the number of COVID-19 infections.

As large-scale tests were conducted intensively over the weekend, from this day on, office workers must bring the test negative certificate they received within the last five days to go to work, this is to minimize disruption to business operations.

Considering that Shenzhen, Guangdong Province, which is called China’s ‘technology hub’, recently put an entire city on lockdown to prevent the spread of COVID-19, Shanghai’s flexible quarantine strategy, the financial center, is very different from other cities.

At the Standing Committee of the Party Politburo on the 18th, President Xi Jinping said that while maintaining the principle of ‘zero corona’, he said, “We will strive to achieve the greatest quarantine effect at the lowest cost by comprehensively promoting quarantine and economic and social development, so that the epidemic can spread to the economy and society. The impact on development should be reduced as much as possible,” he urged.

It is also characterized by a significantly higher proportion of asymptomatic infections in Shanghai than in other cities. This can be seen as meaning that the authorities are early discovering asymptomatic infections through preemptive testing for COVID-19 in high-risk areas.

Chinese authorities are strongly controlling the spread of COVID-19 from Shanghai to neighboring provinces such as Zhejiang and Jiangsu.

While transportation between Shanghai and the outside has been greatly reduced, Shanghai residents must present a voice certificate received within 48 hours at train stations and airports to travel to outside areas.

In addition, even if there is a negative certificate, in neighboring provinces such as Jiangsu and Zhejiang, people from Shanghai are sent to quarantine hotels to be monitored for at least 48 hours.

In the midst of this, in the case of tourism and leisure facilities, where many people gather, the operation was suspended one following another.

In a notice posted on the Chinese social media WeChat account on the night of the 20th, Shanghai Disneyland announced that it will be shutting down from the 21st, and will decide when to resume operation according to progress in quarantine and guidance from relevant authorities.

Although the spread of COVID-19 has recently intensified, Shanghai Disneyland has continued to operate in a way that limits the number of daily admissions than usual, but as the number of COVID-19 infections in the area surged, it was eventually suspended once more.

Shanghai Disneyland was suspended once in 2020 when the COVID-19 outbreak centered in Wuhan.

In addition to Disneyland, the Oriental Pearl Tower, a landmark along the Huangpu River in Shanghai, has also decided not to accept visitors from today.
