Many projects await Audace Niyonzima, the new Minister of Finance, Budget and Economic Planning. The new minister will focus on flagship projects. The handover and recovery took place on September 10 between former minister Domitien Ndihokubwayo and the new manager of State Finances, Audace Niyonzima.
“You arrive at a time when there are major projects at the level of the Ministry of Finance” underlined Domitien Ndihokubwayo, the former Minister of Finance. According to him, the new minister will have to deal with the strategy of computerization of public finances. “This strategy will enable this ministry to equip itself with mechanisms to control financial flows concerning public funds,” indicated the former minister. The incoming minister will work on the draft program budget and the draft computerization strategy of the Burundian Revenue Office (OBR). “You will have to follow that everything goes well at the OBR”.
The digitalization project for all State services and the mobilization of financing for the Uvinza-Musongati-Gitega-Bujumbura-Kindu (DRC) railway project are awaiting Minister Niyonzima.
The former minister said that the Uvinza-Gitega party has already entered into the launch of tenders for the railway to be built. “You will have to work on the mobilization of financing for the construction Uvinza-Musongati-Gitega and the part for study concerning Gitega-Kindu”, underlined the outgoing minister.
He also gave him the draft salary policy. “This is a project that is on the government’s table so that all state employees are treated with justice,” said Mr. Ndihokubwayo.
Minister Niyonzima received projects to present to the government and defend in parliament. These include the draft law on the ratification by the Republic of Burundi of the financing agreement between the State and the International Development Association (IDA), the draft decree on the organization and functioning of the Steering Committee responsible for reform on the international economic and social political governance indicator. “These projects will soon go to the government,” Ndihokubwayo said.
“The project of facilitating trade integration in the Great Lakes countries and that of the digital foundation will be defended in parliament”.
Other projects have been entrusted to the new minister. These include the project to build the headquarters of the Institute of Statistics and Economic Studies of Burundi (Isteebu), the project to draft a single law concerning exemptions and the building security project of the Ministry of Finance. “The building keeps a lot of important files for the country. That’s why he needs to be secure,” Ndihokubwayo said.
The new boss of the Ministry of Finance promises that he will be concerned above all with the digitization of the services of the OBR, the Ministry of Finance and the State. It will also consider as soon as possible the draft program budget and the mobilization of financing for the railway project.
