Several measures taken to accelerate the pace of digitization at the Ministry of Finance

ALGIERS- The Ministry of Finance has begun accelerating the pace of digitization of its directorates, with a view to improving the performance of public administration and achieving efficiency in the management of public funds, in accordance with the instructions of the President of the Republic, said Monday in Algiers, senior officials of the ministry.

Guest of the Algerian Radio Forum, the Inspector General of Accounting Services at the Treasury Department, Badis Ferrad stressed that the departments under the Ministry of Finance, like the domains, taxation and the Public Treasury, work to accelerate the rate of digitization of the administration.

Among the steps whose implementation has begun, is the creation of an “integrated information system” which will bring together all the actors for the execution of the expenditure chain, from the manager or the authorizing officer to the accountant. audience.

This system, he says, will “accelerate the rate of reimbursement of expenses”, which will have a positive impact on economic dynamics.

For her part, the director of modernization of budgetary systems at the Ministry of Finance, Ilham Ladraa, considered that the modernization and digitalization of the sector were important and necessary mechanisms to ensure the efficiency of the management of public money.

Ms. Ladraa also explained that obtaining sufficient and necessary information at the right time, to achieve efficiency in performance and to cover the needs of the citizen, requires the digitization of the sector in order to enhance transparency, achieve stability and plan for the medium term.

This is why the installation of the High Committee for the Assessment and Warning of Fiscal Risks (HCRB), being a body responsible in particular for identifying potential budgetary risks, likely to affect public finances, to assess their probability of occurrence, as well as to assess the existing mechanisms aimed at controlling these risks, constitutes “an important tool in the new system of financial governance”.

“This step constitutes an important stage in the modernization of the management of public money and the reinforcement of the confidence of the citizen”, she affirmed.

The President of the Republic, Mr. Abdelmadjid Tebboune had given instructions during the meeting of the Council of Ministers, in order to concretize the project of digitalization of the Domains, Taxes and Customs, within six (6) months at the most, as a first phase before the global digitization.

President Tebboune also ordered the establishment, “immediately and urgently”, of an Algerian data bank by the Ministry of Finance, in order to facilitate the various State services, the exercise of their functions and the fulfillment of their duties towards their citizens, “in the most efficient manner”, being an objective “vital for the State”.

The Head of State affirmed during this meeting that “the objective of digitization “relates to national security” and aims to serve the citizen, in particular through the exact definition of the property of the State and of individuals, and is not just about modernizing administrative transactions.
