The Government is initiating consultations linked to the procedure for publishing the regulatory texts necessary to set the amount of the franchises which apply to boxes of medicines and paramedical procedures at €1, those on medical transport at €4, as well as the amount of fixed contributions applied to procedures and consultations carried out by a doctor, and to medical biology examinations and analyses, at €2. These amounts had not been revalued since their creation in 2008 and 2004. The new amounts of franchises and fixed contributions should come into force respectively at the end of March and by the beginning of June.
These deductibles and fixed contributions are applicable to all policyholders, with the exception of minors, women who benefit from maternity insurance, and beneficiaries of complementary solidarity health insurance. In addition, the annual ceiling set at €50 is maintained in order to protect those affected by a serious pathology, and in particular people suffering from a long-term condition. Patients with the highest use of care, whose deductible amounts are already at the ceiling of €50, will therefore not pay more.
France is ranked third in the world among countries that invest the most in health with a level of health spending that represents 11.9% of GDP. Excluding Covid, health insurance spending increased by almost 20% between 2018 and 2022. This increase reflects the voluntarism of our investments in the modernization of the health system and the necessary support for health professionals, but also underlying trends with the aging of the population and the increase in chronic diseases. : 12.2 million people are in long-term illness and covered 100% by social security. However, health insurance is in chronic deficit.
Despite this, the out-of-pocket cost for patients decreased from 8.8% in 2011 to 7% in 2021. This is the lowest out-of-pocket cost in the OECD, following Luxembourg. At the same time, medication expenses included in the Social Security financing bill for 2024 increase by 4.9% in 2024.
In order to continue 100% care in the most serious cases and at the forefront of research for serious illnesses, greater participation and accountability of the French for everyday illnesses is necessary.
