The Electoral Service (Servel) and the Carabineros of Chile signed an agreement on April 15 to facilitate the management of the records of those people who did not vote in the Constitutional Council Elections and the 2023 Constitutional Plebiscite (both with mandatory voting), because they are located more than two hundred kilometers from their electoral domicile.

Among the benefits of the agreement are the streamlining and facilitation of the management of excuses for not voting; greater efficiency and effectiveness in the processing of complaints for non-attendance at the polls; the delivery of compiled information that collaborates in the management by the Local Police Courts; and strengthening collaboration between State agencies.

“In a joint effort, Carabineros de Chile and the Electoral Service signed an agreement this week to facilitate the management of the records of those people who did not vote in the elections of the Constitutional Council and the 2023 constitutional plebiscite because they were located more than 200 kilometers from their electoral address,” stressed the regional director of the Electoral Service, Aldo Valenzuela.

System digitization

The signed agreement establishes that Carabineros de Chile undertakes to create an electronic system that allows digitizing, systematizing and storing said records that were received throughout the country by Carabineros, both through the virtual police station and in person. .

“Carabineros will deliver this information to Servel in digital, direct and consolidated form, so that it can be compared with the databases of voters who did not vote, and be recorded when filing the corresponding complaints before the local police courts,” Valenzuela mentioned. .

He added that “this agreement comes to facilitate the excuse process for those voters who were unable to vote because they were far from their electoral addresses and having left a record of that, as well as the work of all the local police courts in the country. . Record of excuses

Carabineros reported that it received more than 296 thousand excuses from voters who were more than 200 kilometers from their voting location for the last Constitutional plebiscite of 2023. This is the highest number of the elections in recent years. Specifically, the Virtual Police Station received 296,809 requests, of which 179,965 were validated in person.

Compared to the plebiscite of September 4, 2022, in which the first Constitutional proposal was also rejected, 101,429 people excused themselves at the Virtual Police Station. The difference between one process and the other meant a 170% increase in excuses.
