Three of the 5 largest EPS in the country have just launched a very serious alert. They believe that there is “serious difficulty in providing the services and continuing with their operations following September.”
They are the EPS Sura, Sanitas and Compensar, which together have 13 million affiliated Colombians and who say they are in a desperate situation, so much so that they recognize that they will not comply by the end of this year with the financial indicators required by the Government.
The presidents of these three EPS, one of the largest in the country, signed a letter addressed to the Minister of Health, Guillermo Alfonso Jaramillo, known exclusively by Caracol Radio. They are, respectively, Pablo Otero, Juan Pablo Rueda and Andrés Barragán, who offer their willingness to propose solutions to the crisis that they are experiencing within the health system.
The presidents of SURA, Sanitas and Compensar acknowledge that this problem has been accumulating for years, so it is not the direct responsibility of the current government. But they say that it is up to this administration to find a solution. Otherwise, 13 million people will see their basic health care at risk within two months.
The causes of this situation, according to the EPS, are three structural facts of the system, regarding which enough has already been said: the value of the UPC (the money that the State pays for each member) is insufficient to cover the Basic Plan of Benefits; an asymmetric concentration of disease burdens, because the most reputable EPSs receive the most seriously ill, but in terms of money for them, they receive the same as for a person who does not have serious illnesses, and the Government’s delay in paying the debts for COVID 19, recoveries, maximum budgets, licenses and disabilities.
The situation is distressing. There are 3 recognized and well-qualified EPSs, which are alerting for what would even be a paralysis in basic care. The letter, known exclusively by Caracol Radio, was sent on July 27. Today she will complete 15 business days following being filed; There is still no response from the minister, not even to be sure that he already knows her.
The 3 aforementioned EPSs, in addition to the 13 million affiliates, add up to 34 thousand employees, on whom 136 thousand people directly depend.
They say that their intention with this letter is to act responsibly towards the health system, since they assure that due to the situations denounced, in the last two years they have exhausted the capital built in more than 20 years of existence: 415 billion, in the in the case of Sanitas, 400 billion in that of Sura and 279 billion in that of Compensar.
At the end of their letter, Presidents Otero, Rueda and Barragán told Minister Jaramillo that they want to: “leverage a System that takes care of the progress achieved and where issues that still need to be transformed are reviewed, with the speed that recognizes the current situation and the need to maintain a model that cares for users”.
Today he is going through a health reform project, but this financial crisis will continue exactly, regardless of whether that project is approved or rejected in the Congress of the Republic.
