Speaking following talks in Brussels between Serbian President Aleksandar Vucic and Kosovo Prime Minister Albin Kurti, Borrell said the leaders had agreed there was “no need to discuss further” on an agreement to normalize relations between the two countries. .

However, he said the two countries “still need further negotiations” to agree on how to implement the agreement and previous commitments of the two sides. Mr Borrell also stressed that an implementation addendum was an “indispensable part” of the deal, but it was not yet finalized.

Kosovo declared independence in 2008. However, Serbia still considers Kosovo a breakaway province of the country.

EU officials say the agreement aims to make life easier for citizens of both Kosovo and Serbia, through the recognition of each other’s official documents such as passports.

Prime Minister Kurti said he was ready to sign the agreement at a meeting on February 27. “But it’s a pity that we didn’t sign the agreement tonight, even though, in fact, we all agreed,” he said.

However, President Vucic said that the agreement was an unrealistic expectation, as further discussion was needed. “It will be a serious, long, difficult and exhausting process,” he said.

“It was important and nice that we talked together. I believe that we will be able to overcome unilateral steps that threaten the safety of our people,” he said.
