SEPRORGS presents a proposal for public policies in technology and innovation

During the month of March, SEPRORGS – Union of Information Technology Companies of Rio Grande do Sul held meetings with state deputies Felipe Camozzato (NOVO), author of the Regulatory Sandbox Law in the Municipality of Porto Alegre, and Gustavo Victorino (Republicans ), as well as former minister Ronaldo Nogueira and the mayor of Estrela-RS, Elmar Schneider.

Also in March, directors of the entity had a meeting and lunch with state deputy Marcus Vinicius Vieira de Almeida (PP), President of the Parliamentary Innovation Front.

The meetings were attended by the president of SEPRORGS, Rafael Krug, the executive Savana de Andrade, the advisor to the Board, Karen Amaro, and the representatives of the Legislative Advisory, the lawyer and director of AGF Advice, Dr. Ana Paula Gaiesky Oliva, and Dr. Fernanda Gregory.

On the agenda of all meetings, topics such as presenting the main commitments of SEPRORGS with the growth of the digital economy, as well as dealing with priority issues for the development of the innovation ecosystem in Rio Grande do Sul.

Among the proposals raised by SEPRORGS, which appear in a document delivered to parliamentarians, is the implementation of the Regulatory Sandbox Program at the state level. The initiative aims to regulate and encourage experimental regulatory environments, already implemented or in progress in several cities in Rio Grande do Sul.

The agenda, which has seen advances in recent months, intends to reduce bureaucracy, allowing companies to test innovative products, services and business models, in favor of economic growth and in search of solutions to the latent demands in the State. The Entity has been monitoring the evolution of the project through its regional directors.

Another point discussed during the meetings was the inclusion of entrepreneurship and logic in the school and university curriculum, as one of the solutions to help fill the shortage of qualified professionals experienced by the IT sector, in which thousands of vacancies are left every year, according to ABES data.

In addition to these two guidelines, SEPRORGS also highlighted the importance of granting greater incentives to IT companies, as evidence shows that investment in research and development is a critical factor that drives innovation and economic growth in a state.

The entity has also addressed the need to update the Innovation Law (Law 13,196, of July 13, 2009). The regulation establishes incentive measures for innovation and scientific and technological research and defines management mechanisms applicable to the State’s scientific and technological institutions, but, in the analysis of SEPRORGS, it does not present effective improvements to the segment.

Furthermore, SEPRORGS seeks to work together with the Legislature to reduce bureaucracy for companies in the area of ​​innovation, by repealing norms that impede the advancement of the ICT sector, seeking to improve the business environment and make the market more flexible. digital economy.

According to the president of SEPRORGS, carrying out a comparative study with other modern legislation, in the country and abroad, is essential to have a standard with updates capable of bringing more development to RS.

“In the coming months, we will closely monitor the unfolding of the guidelines we are working on, which we consider essential for the present and future of technology and innovation”, comments Krug.

As the president explains, the work of SEPRORGS encompasses action in relation to public policies and dialogue with the Legislative and Executive Powers, aiming to provide an innovative environment, human capital training, tax reduction and other demands generated by the companies represented.

“We always act in the alignment of essential strategies for the construction of innovation policies in our State, in guidelines that favor the growth of companies in our sector”, he concludes.
