When President Yoon Seok-yeol was the prosecutor general, he was suspended for blocking the investigation and inspection of his aide, Prosecutor Han Dong-hoon.
However, when the prosecution decided to look once more to see if the disciplinary process once morest President Yoon was illegal, they called in Lee Seong-yoon, then chief of the Seoul Central District Prosecutor’s Office, to conduct an investigation.
Former District Attorney General Lee revealed that at the time, President Yoon had blocked the investigation of Prosecutor Han Dong-Hoon while using abusive language, and protested that he had been called a ‘retaliation investigation’.

Prosecutor Lee Seong-yoon, who served as the Seoul Central District Prosecutor’s Office in 2020, attended the building.
He is accused of unfairly providing inspection data on prosecutor general Dong-Hoon Han at the time to be used for disciplinary review by Prosecutor General Seok-Yeol Yoon.
The former prosecutor’s office protested, calling it a ‘retaliation investigation’.

In December 2020, then Justice Minister Choo Mi-ae suspended the duties of President Yoon Seok-yeol and imposed a two-month disciplinary action on him.
Blocking the inspection and investigation of Prosecutor Han Dong-hoon, an aide, was also one of the reasons for the disciplinary action.
Suspicion was also raised that the inspection materials of prosecutor Han Dong-hoon were illegally used in the disciplinary process, but the prosecution dismissed the suspicion in June of last year.
However, immediately following the change of government, it was suddenly decided to re-investigate this case.
Following the investigation of Park Eun-jung, former inspector general who led the disciplinary action, in October, Lee Seong-yoon, former prosecutor’s office, was also called.
Regarding the backlash once morest the retaliatory investigation, the prosecution did not take a special position, saying that it was only “exercising the parties’ right to defend.”
President Yoon Seok-yeol filed a lawsuit claiming that the suspension discipline was unfair, but the court of first trial dismissed it as “misconduct that can be punished more than dismissal.”
The Ministry of Justice, led by Minister Han Dong-hoon, is continuing the second trial once morest President Yoon.
