Straight from Brussels, the Certificate of Merit was awarded to him by the World Customs Organization (WCO) as part of the delayed celebration of the 2023 edition of International Customs Day.

The President of the National Assembly Louis G. VLAVONOU was indeed Colonel, trade union official and teacher at the level of Benin Customs. Author of several books on the customs sector, he has therefore undoubtedly contributed to the emergence of an efficient customs administration in Benin. And it was in the presence of Director General Alain HINCATI, several Customs executives including Colonel Marcellin LAOUROU that the prestigious Certificate of Merit from the World Customs Organization (WCO) was awarded to him.

For Colonel Marcellin LAOUROU, “ This distinction honors not only Beninese customs, but also and above all Benin. The World Customs Organization is an apolitical structure. And if she chose to distinguish President Louis Gbèhounou Vlavonou, it is not a coincidence. You can question the story. These organizations do not distinguish between political authorities. But only players who have brought added value to the influence of customs nationally and internationally. And President Louis Gbèhounou Vlavonou is one of them… President Louis Gbèhounou Vlavonou has, through his rigor at work, his integrity, his dedication and his loyalty, inspired several generations of customs officers. And it is for these reasons that I invite my customs colleagues to follow the example of this rare model in our country…”.
