“Schuman Roundabout Transformation: Plans, Procedures, and Controversies”

2023-05-09 07:40:00

We recently mentioned the multiple administrative procedures relating to the redevelopment of the Schuman roundabout. As a reminder, the Brussels Region, with the support of Beliris, intends to completely transform the roundabout into a “a new icon of Europe”.

Metamorphosis of the Schuman roundabout: more administrative procedures, and a construction site finally planned from September until the end of 2025

On the program of the authorities: a large pedestrian zone with a few trees. Traffic will be limited between Avenue de Cortenbergh and Rue de la Loi. “Rue Froissart and avenue d’Auderghem will both end in a dead end at the entrance to the pedestrian area”, reads the request. With what should be the icing on the cake, a strong architectural gesture in the center of the square: a gigantic shiny and green courtyard, the shape of which evokes the European hemicycle.

It is this last point which always angers the Royal Commission for Monuments and Sites, who has just given an unfavorable opinion on the installation of the awningas reported this Tuesday morning by our colleagues from RTBF.

The organization expresses its doubts as to “the visual impact” of the structure. “The Commission wishes to avoid irreversible alterations to the various perspectives towards the Fiftieth Anniversary, in particular that along the axis of the Petite Ceinture, as they are now from Avenue de Tervueren since the erection of The One tower. It is important not to reproduce this error of assessment.”

Inauguration planned for the end of 2025

The Commission is also asking for a review of the landscape structure of the section of rue de la Loi between the roundabout and the Parc du Cinquantenaire, as well as more consistency for the redevelopment of avenue de la Joyeuse Entrée.

However, the opinion of the CRMS is only advisory, and therefore does not call the project into question. As a reminder, the building permit was already granted in December 2021. Following an appeal for annulment, Brussels Mobility played it safe and reintroduced a new permit, in particular acknowledging the two-way direction of the avenue de the Joyeuse Entrée, the result of a deal between the Region and the municipality of Etterbeek. Questioned last month, the administration hopes to start the work next September, for an inauguration at the end of 2025.
