The beginning of the session

At the beginning of the session, the Council reviewed the entire consultations and talks that took place between the Kingdom and a number of brotherly and friendly countries during the past days, including the two letters received by the Custodian of the Two Holy Mosques and His Royal Highness the Crown Prince and Prime Minister – may God protect them – from His Excellency the President of the Republic of Gambia, and His Majesty King of the Kingdom of Spain.

His Excellency the Minister of State, Member of the Council of Ministers for Shura Council Affairs and Acting Minister of Information, Dr. Essam bin Saad bin Saeed, explained in his statement to the Saudi Press Agency following the session that the Council of Ministers noted the results reached by the (third) meeting of the Saudi-Bahraini Coordination Council held under the chairmanship of His Royal Highness the Prince. Developments in the Israeli war

The Council stressed the contents of the consultative meeting called by the Kingdom to discuss developments in the Israeli war in the Gaza Strip, including emphasizing the necessity of ending the war and reaching an immediate and complete ceasefire, lifting restrictions obstructing the entry of humanitarian aid into the Gaza Strip, and the importance of taking steps to implement the two-state solution and recognition. Council topics

The Council reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the conclusions of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers regarding them. The Council concluded the following:

Firstly:

Authorizing His Highness the Minister of Foreign Affairs – or his representative – to discuss and sign with the Singaporean side a draft memorandum of understanding regarding the establishment of the Strategic Partnership Council between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Singapore.

secondly:

Authorizing His Excellency the Minister of Environment, Water and Agriculture – or his representative – to discuss with the Arab Center for Studies of Dry Zones and Dry Lands (ACSAD), regarding a draft agreement between the Ministry of Environment, Water and Agriculture in the Kingdom of Saudi Arabia and the Arab Center for Studies of Dry Zones and Dry Lands (ACSAD), for cooperation in Areas of environment, water and agriculture, and sign it.

Third:

Approval of a memorandum of cooperation between the Ministry of Communications and Information Technology in the Kingdom of Saudi Arabia and the Ministry of Electronics and Information Technology in the Republic of India, for cooperation in the field of digitization and electronic manufacturing.

Fourthly:

Authorizing His Excellency the Minister of Investment – or his representative – to discuss and sign with the Norwegian side a draft memorandum of understanding between the government of the Kingdom of Saudi Arabia and the government of the Kingdom of Norway, for cooperation in the field of encouraging direct investment.

Fifth:

Authorizing His Excellency the Minister of Education – or his representative – to discuss with the counterpart side in each of: (the Federal Democratic Republic of Ethiopia, the State of Eritrea, the Republic of Burundi, the United Republic of Tanzania, the Republic of Ghana, the Republic of Rwanda, the Republic of Uganda, and the Republic of Kenya), regarding a draft memorandum Scientific and educational cooperation, and signing it.

Sixthly:

Authorizing His Excellency the Minister of Transport and Logistics, Chairman of the Board of Directors of the General Authority of Civil Aviation – or his representative – to discuss with the Latin Committee for Civil Aviation (Latin Caucus) regarding a draft memorandum of understanding for technical cooperation in the field of civil aviation between the General Authority of Civil Aviation in the Kingdom of Saudi Arabia and the Latin Committee. of Civil Aviation (Latin bloc), and its signature.

Seventh:

Approval of a cooperation agreement in the field of combating terrorist crimes and its financing between the Presidency of State Security in the Kingdom of Saudi Arabia and the National Counter-Terrorism Authority in the Republic of Indonesia.

Eighth:

Approval of a memorandum of understanding for cooperation in the field of traveler security between the National Center for Traveler Security in the Kingdom of Saudi Arabia and the Nationality, Passports and Residence Affairs at the Ministry of Interior in the Kingdom of Bahrain.

Ninth:

Any member of the Board of the Capital Market Authority – including the Chairman of the Board and CEO of the Authority – may be a member of the boards of directors of government agencies, not exceeding two memberships, as an exception to Article (9) of the Capital Market Law.

Tenth:

Approval of the system of protection for informants, witnesses, experts and victims.

eleven:

Approval of the regulation of the Saudi Tourism Authority.

twelfth:

Appointment of Dr. Rakan bin Hussein bin Mohsen Al-Harithi, Mr. Mohiuddin bin Saleh bin Abdullah Kamel, Mr. Abdul Majeed bin Ahmed bin Saad Al-Haqbani, Mr. Khaled bin Walid bin Khaled Al-Khudair, and Mr. Sinan bin Ismat bin Abdul Samad Al-Saadi, as members of the Council The management of the General Entertainment Authority consists of interested, specialized and experienced people in fields related to the work of the Authority, for a period of (three) years.

Manal bint Mubarak bin Muhammad Al-Lahibi is promoted to the position of (General Director), rank (fourteenth), at the Ministry of Education.

– Muhammad bin Obaid bin Abdullah Al-Saadi is promoted to the position of (Business Advisor), rank (fourteenth), in the General Secretariat of the Council of Ministers.

The Council of Ministers also reviewed a number of general topics on its agenda, including annual reports of the Ministry of Education, the General Authority of Civil Aviation, and the National Center for Debt Management, and the Council took the necessary measures regarding those topics.
