Though, the Court of Justice of the European Union (CJEU) annulled the EU Council’s decision to impose sanctions on Aven on February 28, 2022. The court acknowledged that arguments presented by the EU Council might suggest a connection between Aven and Putin or individuals close to him. Nevertheless,they concluded that these arguments did not establish Aven’s support for actions or policies that undermine Ukraine’s territorial integrity,sovereignty,and independence,nor did they prove his provision of material or financial support to Russian officials involved in the annexation of crimea.

Aven was born in Moscow in 1955 to a family with strong academic roots. His father was a Soviet computer engineering professor, and Aven himself earned a doctorate in economics from Moscow State University.In 1989, he moved to Austria but returned to Russia in 1991 following the collapse of the Soviet Union. His early career included a stint as the Minister of Foreign Economic Relations before transitioning to the private sector.
