In the Third World Kerala Assembly organized by the government at a cost of over one crore rupees, only 67 suggestions were received with no action taken to implement any of them even nine months later. The NORCA department responded via the Right to Information Act stating that only 58 of the 138 suggestions received in the Second Lok Kerala Sabha were taken. This implies that the Third Lok Kerala Sabha did not accomplish much, despite the Chief Minister and Ministers planning to attend regional conferences in the US and Saudi Arabia. The rejected proposal for these conferences in the 2022 Assembly was deemed impractical by the government in the Second World Kerala Assembly. The highest number of proposals in the Third World Kerala Assembly involved the NORCA department, followed by the need for central government intervention. Despite many proposals being sent for central consideration, there is no information on their progress. Departments such as Transport, Cooperation, Public Education, Water Resources, Labour, Local Government, Civil Supplies and K-Disc and CDS have not implemented any of the 138 proposals from the Second Assembly, with 25 of them being rejected. The government has initiated laws to provide legal protection to the Lok Kerala Sabha, revealing that the draft of the bill for this is in the final stage. The proposed aim is to make the Assembly a statutory body with advisory/recommendatory powers like the Legislative Council and the Human Rights Commission, acquiring an official character and legal liability.
Thiruvananthapuram ∙ Only 67 suggestions were received in the Third World Kerala Assembly organized by the government at a cost of more than one crore rupees. Even following 9 months, there is no action to implement even one. According to the response of the NORCA department to the request under the Right to Information Act, only 58 of the 138 suggestions received in the Second Lok Kerala Sabha were taken.
While the Chief Minister and Ministers are preparing to travel to the US and Saudi Arabia for regional conferences of the Kerala Kerala Sabha, the government is implicitly admitting that the Third Lok Kerala Sabha did not do much good. There was no suggestion of US and Saudi Arabia regional conferences in the 2022 Third World Kerala Assembly. According to the RTI document, the proposal was rejected by the government in the Second World Kerala Assembly stating that it was not practical.
In the Third World Kerala Assembly attended by 296 delegates, the highest number of proposals were related to the NORCA department: 13. Second, the central government should intervene and resolve: 11. Education, Home Affairs, Local Government, Planning, Finance, Agriculture and other departments received only one each. Although many proposals have been sent for central consideration, the state has no information regarding its progress.
25 out of 138 proposals in the Second Assembly were rejected. Departments of Transport, Cooperation, Public Education, Water Resources, Labour, Local Government, Civil Supplies and K-Disc and CDS have not implemented even a single proposal for 3 years. The government has started making laws to provide legal protection to the Lok Kerala Sabha. It was revealed in the RTI document that the draft of the bill for this is in the final stage. At present the church is functioning only as a forum for government and expatriate representatives. The aim is to make it a statutory body with advisory/recommendatory powers like the Legislative Council and the Human Rights Commission. With this, the church, which includes only those who are interested in the government, will acquire an official character. The cost will also become a legal liability.
English Summary: No Action to Implement the Suggestions In Loka Kerala Sabha
The lack of action on the suggestions given during the past two Loka Kerala Sabha assemblies highlights a concerning trend. Despite the significant cost incurred by the government to organize these events, only a fraction of the proposals received have been implemented. This raises questions regarding the effectiveness and value of these assemblies. As the government prepares for more conferences, it is essential to address the issues that have been ignored and work towards implementing the suggestions received. The move towards making Loka Kerala Sabha a statutory body, if successfully implemented, might bring regarding the necessary changes to ensure that the suggestions received are acted upon, and the cost is justified.
