Salvadoran Electoral Code Reform: Decrease in Deputies and Elimination of Waste System

After midnight on Tuesday, the legislative factions of Nuevas Ideas, Gana, PCN and PDC approved with 66 votes the reform to the Electoral Code that decreases the number of deputies from 84 to 60 and eliminates the system of election by residue, from the elections next year.

The bill was introduced by NI through the head of the bench, deputy Christian Guevara, who at the same time requested the waiver of paperwork and asked that it be discussed and voted on in the same plenary session.

After 4 hours of discussions and mutual accusations between the legislators, the proposal was approved eliminating the waste choice system. “No more deputies for waste,” President Nayib Bukele had reacted earlier, via Twitter.

That same night, the Minister of the Interior, Juan Carlos Bidegaín, delivered to the president of the Assembly, Ernesto Castro, the proposal to reduce the number of deputies and municipalities, as the Salvadoran president proposed on June 1.

The initiative to reduce the number of mayors’ offices, from 262 to 44, went to study by the municipalism commission, while the reduction in the number of legislators entered the plenary session for approval, in such a way that the next legislation of 2024 will be made up only by 60 parliamentarians, achieving significant savings for the state coffers.

The deputies of Nuevas Ideas argued that from now on the provisions of the law in article 78 of the Political Constitution will be respected: “The vote will be free, direct, equal and secret.”

For his part, President Castro celebrated that from now on it will be the population who will decide the legislative representations. «It has been achieved: there will be no more DEPUTIES BY RESIDUE. Now it will be the population that will decide who will represent them in this Assembly. The legal monstrosities that allowed the political-electoral movements of the past will no longer be valid. There will be only 60 deputies who will make up this State Body, as it always should have been, even if it hurts the opposition, “he said at the end of the long day.

According to the reform, the seats will be made up as follows:

  • 5 for Santa Ana
  • 2 for Chalatenango
  • 2 for Cuscatlan
  • 16 by San Salvador
  • 7 for Freedom
  • 3 for Peace
  • 2 for Saint Vincent
  • 2 per cabins
  • 4 by Usulutan
  • 5 for Saint Michael
  • 2 for Morazan
  • 2 for La Union
