Teachers of non-formal schools have also complained that their monthly remuneration of Rs 12,500 has not been brought up to the declared minimum wage.

Shahnawaz Talpur, President of Basic Education Community Schools Teachers’ Union in Dera Ghazi Khan District, told Independent Urdu in this regard: ‘There are 620 schools, with 620 teachers, whose arrears have not been paid or their salaries have not been increased. have been We also protested in this regard but no hearing took place.

Shahnawaz further said that the number of basic education community schools in Punjab is more than 5000, in which 5 to 6 lakh very poor children get education.

It is a single-teacher non-formal school, run by the teacher himself. The government does not provide any building or infrastructure for it, but the teachers teach the children in their home or any other place by arranging it.’

According to him, the children studying in these educational institutions mostly belong to nomadic or other poor families and these schools are established in remote areas of the province, where education is provided from nursery to fifth class.

He said: ‘These educational institutions, which have been operating since 1995, were initially managed by the federation, but after the approval of the 18th constitutional amendment, they were handed over to the provinces.’

He said that more than 5000 schools of Punjab are under the Literacy Department here under a scheme.

Shahnawaz said that when these schools were merged, the literacy department made a condition that it would check which schools were functioning and which were not and at the same time they declared 620 schools in different districts of Punjab as non-functional. gave

He said that the same number of teachers teaching in these 620 schools are teaching in different cities of Punjab, including Dera Ghazi Khan, Kasur, Mianwali, Leh and other areas.

“The schools were certified twice for two years, after which we were declared functional. But during this period 27 months passed during which we did not get salary nor books were provided to the schools.

Will the dues be paid and who will do it? In this regard, Independent Urdu contacted DGBECS Hameed Niazi, he said that these schools have been transferred to the provinces till 1st July 2021, so dues for the said period will be paid by the respective provinces. .

“The federal government had cleared all dues up to the transition date i.e. July 1, 2021.”

On the other hand, the Minister of School Education Department of Punjab, Rana Sikandar, while talking to Independent Urdu said: ‘There are two institutions, one BESC and the other NCHD which were federal institutions but when the provinces after the 18th amendment. In my opinion, the number of schools in both institutions is around 3000. These people have been receiving salaries since then but are not doing any work.

He said that these 620 teachers are under BESC and not NCHD and are getting salary from the federation.

They claimed that these employees are not related to the provincial government. Director General Literacy and Non-Formal Basic Education Punjab Dr. Khurram Shahzad told Independent Urdu that these schools were given to Punjab after the 18th Amendment. These two sectors are Basic Education Community Schools and NCHD. The schools of both of them were handed over to the Literacy Department of the provinces.

According to Dr. Khuram, when the provinces received these schools, a committee was formed which included representatives of these educational institutions and people from the literacy department. The task of the committee was to visit these schools and adapt the working educational institutions.

He rejected the accusation of the teachers and said that these teachers are getting salary at the moment. “But six months or a year ago, their status was that they were non-functional and we will not pay them the salary for that period.” Regarding the increase in the salaries of these teachers, DG Literacy and Non-Formal Basic Education Punjab Dr. Khurram Shahzad said: ‘These teachers are being paid 12500 rupees as monthly compensation, which we do not call salary because this is informal training. is.’

According to Dr Khurram: ‘These teachers teach only four hours a day. However, Chief Minister Punjab Maryam Nawaz Sharif has directed to make his compensation Rs 20,000 per month, but these orders are subject to the approval of the cabinet.

He said that this initiative of the Chief Minister is actually an attempt to empower women because 85 percent of our teachers are women.
