On the evening of December 20, as part of an extraordinary meeting of the Municipal Council, the 2024 budget was presented to citizens, and adopted unanimously.
The Municipal Council and the city hall team worked with persistence and determination to avoid raising taxpayers’ taxes in a difficult economic context, while maintaining the vitality specific to a Municipality which is developing and remaining in at all times at the service of citizens. Residents of Sainte-Marcelline-de-Kildare will experience a property tax increase of only 1.2%, a feat in the current context. What’s more, all citizens taxed above $300 can divide their payment into six installments.
The current financial context being impacted by a marked increase in costs for all goods and services, by the rise in interest rates, by the slowdown in the real estate market and by the significant reduction in the financial capacity of taxpayers, the Preparing the 2024 budget was demanding, but fruitful.
The 2024 budget, underlines Mayor Émilie Boisvert, constitutes a viable approach to ensure responsible growth of our Municipality, by reconciling affordable costs for municipal services with a prudent approach to our long-term financial stability, the key to this. balance residing in the concept of financial responsibility.
Achievements 2023
The achievements of the year 2023 have been numerous, whether in the areas of leisure, culture, public works, the environment, not to mention the signing of the Memorandum of Understanding with the Samares School Services Center , who presented plans for the new primary school to citizens on October 23.
In leisure, we inaugurated a new track in the summer of 2023 pumptrack, the opening hours of the library have been increased and a new activity has emerged in our Municipality, Red Alert, which serves in particular to raise awareness among families regarding civil security. Varied family activities bring together more and more people, and are very successful, particularly with young residents, whether for the Halloween party, the lighting of the Christmas tree, and others.
Sainte-Marcelline-de-Kildare now has its own public market, called Radstock, the name given to the local post office between 1865 and 1912.
Culture was not left out, since our Artisans Festival was a great success, with more than double the number of artisans compared to previous editions, as well as with a new pricing policy which welcomes Sainte-Catherine residents free of charge. Marcelline-de-Kildare, not to mention a reduced cost of $5 for visitors from outside. Several components have been added, namely the visual artists component and the writers component, two innovations that we would like to extend. For the first time, the shuttle service was provided by an ecological company, Vélo-Duo, which transported people by electric bikes from one site to another. A promotional video was also produced during this edition, by the video marketing agency synop6. It will be available on the Municipality website from January 2024.
On the public works side, many projects have reached their destination, whether it is the repair of 18th rue du Lac-des-Français, the repair of Chemin des Valois, renovations to the Youth Center and the Vieille Chapelle, the installation of a telemetry system at the village aqueduct as well as the development of a neutral zone in the parking lot of the Gaétan-Morin community hall.
In the environment, the summer of 2023 marked the start of the collection of organic materials, an electoral promise from Mayor Émilie Boisvert. The Municipality also participated in the environment summit at the Table des Préfets de Lanaudière. The community garden has been redeveloped and the town hall now has a rainwater collector. In addition, we are inaugurating in Sainte-Marcelline-de-Kildare a new concept from Europe, the valleys, the first of which was installed during the renovation of 18th rue du Lac-des-Français. Finally, a new study to characterize aquatic grass beds was carried out on five lakes in our territory (Lac des Français, Lac Léon, Lac Morin, Lac Grégoire and Lac du Parc Bleu).
Coming in 2024
The budgetary orientations and challenges for the coming year are numerous. We must deal with the labor shortage and ensure employee retention by increasing the attractiveness of the Municipality in terms of employment.
With the great successes achieved over the past year, we are also keen to maintain a varied range of leisure and cultural services, while respecting citizens’ ability to pay.
We will have a new Culture Park, next to the presbytery, which will highlight the sculptures offered by the Association of Artisan Sculptors of Lanaudière. The presbytery as well as the clothing counter will undergo major renovations.
The Société d’habitation du Québec, via the Rénovation Québec program, will support the Municipality in a program to revitalize the village core. New installations, both technical and aesthetic (street lamps, etc.), will make the place even more attractive. The illuminated billboard placed at the entrance to the village will be changed to a new double sign, visible in both directions, and placed in the center of the village.
Furthermore, we are beginning a program to improve recreational infrastructures. To be able to offer the services that are important to us and are an integral part of the quality of life of our Municipality, we are increasing revenues from government envelopes, through grant requests.
The construction of the new primary school, named l’Orée-des-Bois, will begin in the spring of 2024, with the new building expected to be completed by the start of the 2026 school year. Its construction requires various developments, including a new street, the name of which still remains to be determined. The construction will also require modification of the play and parking areas, as well as the relocation of the sand and salt shelter.
Among our new directions, the development of a feeling of belonging to the environment, through increasing eco-responsible actions and projects, is becoming essential for positively coping with climate change. The green parking project will become concrete in the summer of 2024, starting with the redevelopment of the Vieille Chapelle parking lot. This type of grass covering will considerably reduce heat islands, while allowing the recovery of rainwater.
The overhaul of urban planning regulations, in order to bring them into compliance with the MRC Matawinie development plan, is underway.
