Four regional heads including DPR head heading to Moscow request disclosure
On the 28th (local time), the day following the administrations of the Russian-occupied territories in Ukraine decided to incorporate the territory into Russia through a referendum, they asked Russian President Vladimir Putin to approve it.
According to Archyde.com and TASS, Denis Pushilin, head of the Donetsk People’s Republic (DPR), which declared independence from pro-Russian separatists in Donetsk Oblast in eastern Ukraine, departed for Russia to complete legal proceedings related to its territorial annexation into Russia.
“I leave for Moscow with the documents on the results of the referendum,” he said before departure.
Leonid Pasenchik, head of the Lugansk People’s Republic (LPR), who declared independence from the eastern Lugansk (Ukrainian name Luhansk) province, Yevgeny Balitsky, head of the pro-Russian administration of Zaporiza Oblast, and Vladimir Saldo, head of the pro-Russian administration of Kherson Oblast. According to the results of the referendum held, it publicly requested Putin to approve its incorporation into Russian territory.
The previous day, a five-day referendum on the incorporation into Russia was completed in these four occupied territories.
Russia plans to promote the territorial incorporation of these regions in accordance with the ‘Law on Procedures for Incorporation of New Federal Subjects (Constituents)’.
After receiving an application for incorporation from the occupied territories, Putin will sign an international treaty with the candidates for incorporation following consulting with the government and parliament.
If the Constitutional Court determines that the treaty is in conformity with the Russian Constitution, the treaty enters into force following ratification by the House and Senate and the final signature of the President.
When Crimea became part of Russia in 2014, all procedures were completed six days following the referendum.
However, this time, there are many regions and voting has been held for five days, so it is expected that the final procedure will be completed in early October.
