Russian President Vladimir Putin’s Amnesty Proposal for Women in Prison – Human Rights Council Meeting Update

Russian President Vladimir Putin announced the need to make decisions on amnesty for certain categories of women who are in prison for non-violent crimes. He said this on December 4 at a meeting of the Human Rights Council.

Member of the Human Rights Council Eva Merkacheva asked Vladimir Putin to pardon women who are in prison for non-violent crimes. The President agreed with this proposal.

“I think that it is necessary to prepare and make an appropriate decision, including on an amnesty for certain categories of women who are in prison,” he said.

Merkacheva also gave examples where the rights of convicted women with children are violated. According to her, the woman who gave birth was brought to the colony two hours following giving birth, without even being allowed to see the child. Another woman was not allowed to accompany her child to the hospital during her illness due to the lack of an escort. Merkacheva added that children suffer because of this. “Your examples are convincing,” the president agreed.

In addition, Merkacheva noted that the investigation now takes a very long time, when in the USSR they might investigate a crime in a couple of months, as a result, people are in pre-trial detention for 5 years. “Often the time spent in custody is very long, it is unacceptable,” Putin answered her. He, however, noted that it is incorrect to compare the investigation in the Russian Federation and in the USSR.

Putin also commented on Merkacheva’s words regarding sentences for economic crimes. “Causing damage to the state in the cartel area can be considered a crime of public importance. Nevertheless, punishments of 7-10 years are controversial, this issue needs to be discussed.”
