Russian Parliament’s Support for Bill Allowing Defense Ministry to Detain Convicted Criminals in Fight against Ukraine

Moscow: The lower house of the Russian parliament has given initial support to a bill that would allow the Defense Ministry to detain convicted or suspected criminals as part of the fight in Ukraine.

Those convicted of sex crimes, terrorism, espionage, etc. will not be covered by the bill. Those currently serving sentence will not be considered. The bill would recruit criminals to Ukraine who are under investigation for a crime or involved in a court case.

Criminals who are chosen to fight must enter into a contract with the government. They will not have to face legal action once the contract is completed. At the same time, Russia’s private paramilitary group, the Wagner Group, had previously recruited such criminals to Ukraine, but stopped doing so in February.
