Russian Parliamentarians Receive Appeal for Economic Assistance from Transnistria

Moscow. 28th of February. INTERFAX.RU – The Congress of Deputies of all levels of the unrecognized Transnistrian Moldavian Republic adopted an appeal to the Federation Council and the State Duma of Russia with a request to take measures to protect Transnistria in the face of pressure from the leadership of Moldova.

“Accept an appeal to the Federation Council and the State Duma of Russia with a request to implement measures to protect Transnistria in the face of increasing pressure from Chisinau, taking into account the fact that more than 220 thousand Russian citizens permanently reside in the region and the unique positive experience of Russian peacekeeping on the Dniester, and also the status of a guarantor and mediator in the negotiation process,” says the final declaration of the congress, convened on the initiative of the leader of Transnistria Vadim Krasnoselsky.

The congress accused Moldova of “unleashing an economic war once morest Transnistria and deliberately creating the preconditions for a multimillion-dollar budget deficit.”

According to the delegates of the congress, “Chisinau is deliberately blocking negotiations and avoiding political dialogue at the level of the top leadership of the parties. Chisinau has refused to implement almost all previously reached agreements with Transnistria.”

“There is socio-economic pressure on Pridnestrovie, which directly contradicts European principles and approaches in the field of protection of human rights and free trade. (…) Moldova adopted a law on separatism, creating the preconditions for criminal prosecution of literally every citizen of Pridnestrovie. Pridnestrovians are subject to discrimination and arbitrariness when crossing the border of Moldova,” the document says.

The forum also decided to accept an appeal to the UN Secretary General “with a request to take into account the inalienable rights of the Pridnestrovian people, guaranteed by international norms, to stop Chisinau’s violation of the rights and freedoms of residents of the Left Bank and to prevent provocations leading to an escalation of tension.”

According to the forum documents, Tiraspol will also appeal to the OSCE to “influence the leadership in Chisinau in order to return to an adequate dialogue within the framework of the international negotiation process.”

For his part, the press secretary of the Moldovan government, Daniel Voda, called the congress of deputies of all levels of Transnistria a “propaganda event.” He stated that “there is no danger of escalation and destabilization of the situation in this region of Moldova” in connection with the congress.

Comments from State Duma deputies and senators of the Russian Federation

Meanwhile, the first deputy chairman of the State Duma Committee on International Affairs, Alexey Chepa, said that the appeal of all deputies of Transnistria to Russian parliamentarians implies, first of all, economic assistance. “We are, first of all, talking regarding providing economic assistance,” Chepa told Interfax on Wednesday.

He noted that there is no talk of providing military assistance.

“We are informed regarding this situation to a certain extent. I think measures are being taken and will continue to be taken,” the parliamentarian added.

In his opinion, “this appeal will contribute to faster decision-making on our part.”

For his part, the first deputy chairman of the Federation Council Committee on International Affairs, Vladimir Dzhabarov, told Interfax that the upper house will study this appeal and think regarding options for responding. The senator suggested that the Federation Council might participate in providing humanitarian assistance to Transnistria.

“For now, I’m looking at this from a humanitarian point of view, because I would leave the political question out of the equation for now,” he noted.

In any case, he believes, assistance should be provided, especially considering that regarding 220 thousand citizens of the Russian Federation live in the unrecognized republic.

“We need to help these citizens who may now be subject to blockade from Kiev and Chisinau. And we will think regarding how to help. I hope that such an appeal, and maybe there will be some kind of statement on our part, will sober up a little (President of Moldova – IF) Sandu, who is pursuing an open anti-Pridnestrovian policy,” Dzhabarov said.
