Russian Ministry of Digital Development Proposes CCTV Data Platform for Cities

The Ministry of Digital Development of the Russian Federation proposed creating a “platform for processing and storing data from CCTV cameras” in Russian cities. This is stated in the presentation of the head of the ministry Maksut Shadayev, which Kommersant studied.

The department expects that the platform will gain access to regional video surveillance systems, as well as cameras in the entrances of apartment buildings, which will be installed using funds for major repairs. “Certain categories of owners,” the ministry clarified, will be required to install and connect video cameras at their own expense. Shadayev’s presentation said that the video stream will be analyzed using face and image recognition mechanisms.

Now, according to the Ministry of Digital Development, there are 1.2 million video surveillance cameras in Russian cities. Only half of the cameras installed at state expense are connected to centralized surveillance systems in the regions, and the authorities do not have access to private cameras.

The ministry expects that in 2030 there will already be five million surveillance cameras in Russia, and the entire video stream from them will be analyzed by artificial intelligence. The department believes that thanks to this, crimes will be solved 30% more often.

The ministry estimated the development of the platform at 12 billion rubles. Kommersant’s interlocutor at a large IT company said that the costs of complete consolidation will be five to six times higher, since it will be necessary to buy and maintain a large fleet of computing power. According to him, the decentralized organization of intelligent surveillance systems will become less expensive.
