Russian Investigative Committee Investigates Cruelty to Animals Case: Death of Cat Twix Sparks Outcry and Legal Action

Chairman of the Investigative Committee of Russia Alexander Bastrykin instructed the Central Interregional Investigation Department for Transport to organize an investigation into cruelty to animals after the death of the cat Twix, whom the conductor threw out of the train in Kirov.

According to the press service of the Investigative Committee, investigators must also submit a report on the results of the inspection.

The message notes that the cat “was on the train legally” – a baggage receipt was issued for him, he was traveling in a carriage where the carriage of animals is allowed. The cat’s owners contacted law enforcement agencies, but they were refused to initiate a criminal case, writes the press service of the Investigative Committee.

Earlier it was reported that the police refused to initiate a criminal case under the article of arbitrariness, saying that the incident with Twix occurred due to inattention to the cat on the part of the person who accompanied him. The Sverdlovsk Transport Prosecutor’s Office began an investigation in connection with the improper provision of services when transporting animals.

The conductor of a train traveling from Yekaterinburg to St. Petersburg threw out Twix the cat during a stop in Kirov on January 11. On January 20, the animal was found dead near the station.

It was reported that on the train, Twix escaped from his carrier while the owner’s relative, who was accompanying the cat and was supposed to keep an eye on him, was sleeping. The Federal Passenger Company, after an internal investigation, said that the conductor, having tried several times to find the owners of the cat among the passengers, assumed that the animal had accidentally run into the carriage during the stop and decided to release it.

The FPC stated that the cat’s owner contacted the conductor only 10 hours after departure from Kirov and “he had no complaints against the train crew employees.” After the death of Twix, the cat’s owner Edgar Gaifullin said that he was ready to go to court and the prosecutor’s office.

The death of Twix caused a great public outcry. A petition appeared on Change.org, the authors of which demanded that the conductor be fired. Appeal signed almost 362 thousand people. Russian Railways promised to change the rules for transporting pets on trains.
