“Russia Withdraws from CFE Treaty: Deputy Foreign Minister Sergei Ryabkov Discusses Implications”

Russian Deputy Foreign Minister Sergei Ryabkov believes that Moscow’s withdrawal from the Treaty on Conventional Armed Forces in Europe (CFE) will not worsen the security situation. He noted that the document actually did not work for many years and now contradicts the security interests of the Russian Federation.

Mr. Ryabkov in an interview “Parliamentary newspaper” answered the question of how the denunciation of the CFE Treaty will affect security in Europe. “It has already been devastated by the hostile actions of NATO countries and their clients towards us. The CFE Treaty did not actually work for many years, so our withdrawal from it cannot worsen the situation. At the same time, the illusions of those who still hoped to bring Russia back into the Treaty will disappear. The CFE Treaty, due to the changed situation, is contrary to the interests of our security. This obvious fact will now have to be recognized in the West as well,” the deputy minister said.

Sergei Ryabkov suggested that the NATO countries did not ratify the updated version of the CFE Treaty in 1999, as this would interfere with US plans. The treaty would oblige, for example, to show the transfer of US troops through Europe to the Persian Gulf zone, when the US “was just preparing aggression against Iraq.” “Well, of course, the main thing for them was to squeeze Russia out of the “near abroad”. Realizing that it would not be possible to achieve these goals, they actually overturned the adapted CFE Treaty,” added the Deputy Foreign Minister of the Russian Federation.

In the current situation, Sergei Ryabkov believes that the situation is “not conducive to putting forward” alternatives to the CFE Treaty. In his opinion, this is possible only with the creation of a new system of regional security “after the end of the current stormy period of European history.” The Deputy Minister noted that Russia had not received any official proposals for such an agreement.

President Vladimir Putin last week submitted to the State Duma a draft law on the denunciation of the CFE Treaty. Moscow suspended participation in the treaty in 2007 after NATO countries refused to ratify its updated version.
