Evgeniy Serebryakov, the suspected perpetrator of Wednesday’s car bombing in Moscow, said in an interrogation that last year he decided to cooperate with Ukrainian special services, contacted them via the Internet and offered to kill a Defense Ministry official, according to a video released by the Russian intelligence service FSB and published by leading Russian agencies. Serebryakov is charged with attempted murder, criminal conspiracy and illegal trafficking in explosives.
