Vladimir Putin wants to create a new administrative elite in the occupied regions of Ukraine as part of the Russification effort. This was reported by the British military intelligence bulletin, dedicated today to the efforts of the Russian authorities to improve governance in these areas, including the creation of the new master’s degree of the Academy of National Economy and Public Management, dedicated to «State and municipal management ». The master’s degree, the university explained, “will provide graduates capable of working at every level of government” including in the regions of Donetsk, Luhansk, Zaporizhzhia and Kherson, which Russia partly illegally annexed following the outbreak of the war.

«It is likely that the creation of the master’s degree is due to the need to overcome the shortage of willing and capable personnel in government roles in the temporarily occupied territories of Ukraine», we read in the bulletin, which recalls that the Russian president announced that he wanted form a new administrative elite in his recent state of the nation address. All this, military intelligence recalls, is taking place in the wake of efforts to Russify the occupied areas where the Russian judicial and educational system now exists, Russian passports are issued and a Russian telecommunications infrastructure is built. Without forgetting that the Russian Minister of Justice, Konstantin Chuychenko, announced the forthcoming construction of 58 penitentiaries in the occupied areas.
