Russia intends to submit a draft resolution on the humanitarian situation in Ukraine to the UN Security Council, the Russian ambassador to the UN announced on Tuesday in New York.
« We will propose our own project which is humanitarian“, said the Russian diplomat in a statement to the press shortly before a meeting of the executive body of the UN.
He said he regretted that France and Mexico had given up on submitting their draft resolution on humanitarian aid to the vote following 15 days of discussions.
These two countries have, however, decided to seek a vote directly in the United Nations General Assembly where Russia has no right of veto.

According to diplomats, Paris and Mexico wanted to demand in their project a ” cessation of hostilities“, a statement deemed “political” by Moscow, which threatened to veto the proposed text.
According to the Russian deputy ambassador to the UN, Dmitry Polyanskiy, Moscow’s proposal will soon be submitted to the presidency of the Security Council assured, for the month of March, by the United Arab Emirates.
The Russian project notably expresses the ” deep concern “of the Security Council” in the face of reports of civilian casualties, including children, in and around Ukraine“. The ” demands that civilians, including humanitarian personnel and people in vulnerable situations, including women and children, be fully protected« .
On March 2, the Assembly had approved a resolution calling for peaceful “immediate” of the conflict between Russia and Ukraine, in particular through political dialogue, negotiations and mediation.
Passed with 141 for, 5 votes once morest and 35 abstentions during an emergency special session, the resolution called on all parties to fully respect their obligations under international humanitarian law to spare the civilian population and civilian objects. .
