Roskomnadzor (RKN) and State Duma deputies discuss measures of responsibility for the use of foreign messengers by banks and organizations providing public services, said Vedomosti department representative. The information was also confirmed by Anton Gorelkin, Deputy Chairman of the State Duma Committee on Information Policy. At the same time, he did not specify what punishment might be taken once morest organizations.
According to Mr. Gorelkin, since the entry into force of the law, the regulatory authorities have the right to send warnings to violators. According to the deputy, later it will become clear whether these warnings alone are enough or whether stronger leverage is needed. “But certain steps towards the development of these measures have already been taken,” he added.
On December 29, 2022, President Vladimir Putin signed a law banning the use of foreign instant messengers by state-owned companies and entities providing public services to transfer personal data, information regarding payments, transfers and bank accounts. On March 1, it entered into force. The list of such services will be maintained by Roskomnadzor. The department clarified to Kommersant that, in particular, Telegram falls under the ban.
