Rolex Watches Scandal: Governor Summoned by Congressional Oversight Commission

The Congressional Oversight Commission summoned the regional governor of Ayacucho, Wilfredo Oscorima, for this Tuesday, April 9, to report on the Rolex watches that he delivered to President Dina Boluarte.

The working group chaired by Congressman Segundo Montalvo (Perú Libre) plans to ask him regarding the details of the purchase of the watches: the dates and place where he acquired them, the prices, the receipts for the transactions and whether he declared them “before the corresponding instances”; that is, before the Comptroller General of the Republic.

Lawyer Humberto Abanto, Oscorima’s legal defender, confirmed that his client will go to Congress. The session is scheduled for 3 pm and will be blended.

Last March, Oscorima denied having delivered watches to the president. “I’m going to be emphatic. This is a hoax by bad people who want to harm the President of the Republic. I have absolutely nothing to do with this issue,” he said.

However, that version changed through his lawyer and through the statements of the president, who directly involved him last Friday.

According to Boluarte’s latest version, Oscorima gave him watches as a “loan”, but he has already returned them.

“I must admit that it was a mistake to have accepted these watches on loan. My friend Wilfredo Oscorima, my wayki, my brother, lent them to me. Perhaps the desire to represent my country well led me to accept that loan. I have already returned them,” he said at a press conference.

In this case, the Attorney General’s Office is investigating her for the alleged crimes of illicit enrichment and failure to record a statement in documents.

Last Thursday, Oscorima went to the Prosecutor’s Office as a witness, but chose to remain silent. He is expected to be placed under investigation.

Abanto recently reported that this Wednesday, April 10, they will go to the prosecutor’s office once more, this time to exhibit a Rolex DateJust watch that the governor said he purchased in 2023.

“Punto Final” revealed last Sunday that the businesswoman Esperanza Rojas Gutiérrez, president of the regional movement with which Oscorima became governor of Ayacucho, Wari Llaqta, signed a contract for S/ 22 million for a work whose budget was transferred by the Boluarte government.

In addition, Boluarte’s management approved a disbursement of S/ 100 million in favor of the Regional Government of Ayacucho last March, several months following Oscorima “lent” high-end watches to the president.

The Audit Office will decide this Tuesday whether it will request the powers of an investigative commission for the Rolex Case. The request, if materialized, will be made to the plenary session of Congress.

Last Tuesday he approved making the request, but a reconsideration was presented.

In that same session, the acting Prosecutor of the Nation, Juan Carlos Villena, reported the expansion of the investigation once morest Boluarte for the Rolex Case. This to also investigate the deposits of unknown origin that the president received in 11 bank accounts, which total S/ 1.1 million, the increase in assets of S/ 432 thousand that she recorded in her sworn statements in two years, the possession of a Cartier brand bracelet allegedly valued at US$ 56 thousand and the acquisition of other jewelry.

Boluarte was invited to that session, but was absent, arguing that the case is already being investigated by the Public Ministry and that she has a “special immunity status.”
