French lawyer and political advisor, Robert Bourgi, specialist in African issues, spoke at length in the columns of the newspaper L’Observateur, on the political news marked by the national dialogue initiated by President Macky Sall. Bourgi, who declared that the Senegalese head of state was “forced” to postpone the date of the presidential election, also mentioned the case of Karim Wade and the future referral to the Constitutional Council to resolve this politico-judicial equation. What comment do you make on the conclusions resulting from the dialogue: organization of the election on June 2, reopening of the lists to perhaps allow Karim Wade and others to be integrated, resolution of the transition problem?

“I have nothing against Karim Wade. I said what I had to say in another interview, but if we open the door to Karim Wade, I don’t see why we wouldn’t open the door to other failures. I would understand if people would revolt. It would be unfair to open the door to Karim Wade who remains liable for a fine of 138 billion FCFA. »

Isn’t it the President who wants to impose it?

“We attribute that to the President. I speak out against this. I compare this to the signing of the decree postponing the elections. I was in France when I found out. I can tell you that the President of the Republic signed this decree under certain pressure. It was not Macky Sall himself who signed the decree.

What pressures? Coming from where?

“Pressure from the political environment. From certain pressure groups, even religious pressures. He was put under pressure. It was not Macky Sall who signed. He signed, but it was not the whole of Macky Sall who signed it. »

And if the Council sets a date, he (the president) signs the decree?

” Absolutely. It is up to the Constitutional Council to state the law. He is the supreme legislator. President Macky Sall will bow and wait for the end of his mandate, the constitutional term and it’s over. He will go away. »

If there is to be a transition period, who will ensure it?

“Normally, it is the President of the National Assembly. But the three reasons for acting are resignation, death and incapacity. None of these three elements come together. »

What will happen now?

“It is up to the Constitutional Council to decide sovereignly. The President, on April 2, is a citizen like you and me and he will go. But, not much time will pass before the Senegalese miss Macky Sall. »

For what ?

“Who is the Senegalese head of state who has made as many achievements as Macky Sall? How many airports did he create? A civil aviation company? Highways? Roads ? He shortened distances. Hospitals. The universities. The bridges. Railways. Sports centers with the Abdoulaye Wade stadium. What more ? What more can he do? It is obvious that a gas Senegal, an oil Senegal would have preferred to have a technician like Macky Sall at the head of the country. But we can’t stop time. »
