Riders on the Storm: how to complete this Cyberpunk 2077 quest? How to start a romance with Panam?
First of all, be aware that you will not be able to access the Riders on the Storm side quest until you have completely completed the Hellman arc (which constitutes a small part of the main quest in Cyberpunk 2077). Indeed, you will only be able to obtain this quest following having completed the main quest “Life During Wartime”at the end of which you should be able to obtain information on the Biochip from Hellman himself.
12 hours in game following completing this quest, you will be able to start “Riders on the Storm” by answering the phone call from Panam. Note that this side quest is the first in a series of quests dedicated to Panam and that completing them will not only allow you to build a romance with this character but also unlock one of the 5 endings of the game.
Start by going to Nomads camp then chat with Panam. If you want to have a romance with her, remember to respond to her with the most familiar options possible (including “We’re Chooms, that’s why”). We will return to the major moment not to be missed to establish a romance with Panam at the end of the quest. After speaking with the other nomads, connect to the reconnaissance drone and scan the following:

Then join Mitch and Panam and agree to follow them, then drive to the camp of Raffen Shiv. From there, you will have to infiltrate the camp in any way you prefer. Obviously, you can go there head-on and loudly, but know that there is also a way to enter via a pipe from the electrical station to the north of the camp. However, you will need an attribute Level 9 Technical Ability. Once inside, all you have to do is release Saul and join the Panam van to continue with a chase in the desert.
If you want to strike up a romance with Panam, it’s from this point on that you’ll have to be careful regarding what you say. First of all, know that Panam is heterosexual and that you will therefore only be able to have a relationship with her if you have chosen to play a man.
Once the chase is over, start by turning the power back on in the cabin by going to the room on the left, then exit the building and go repair the fuse box behind the latter. All you have to do is come back and relax on the sofa with Panam. Once Saul has left you alone, be careful to choose these dialogue options:

Unfortunately, this will not be enough to convince Panam to grant you her privacy. But rest assured, all this is well planned and you have done exactly what was needed to ensure that the romance takes its course. The next day, join Panam near the motorbikes and pick up theiconic Overwatch weapon nearby. Then resume the dialogue and pay close attention to the ephemeral dialogue option that should appear:
(Stop Panam.) Wait, regarding last night…
If you choose all these options carefully during this mission, the romance with Panam will be on the right track and you will only have to continue her quest line to move on to the next stage.
