Scholars affirm that the best thing a Muslim can do to start his fasting and praying prayers is supplication, at the time of pre-dawn meal and at the time of breaking the fast. It is the time when supplications are answered, and what is prescribed at the time of suhoor is for the Muslim to call God Almighty at the beginning of the meal, and to praise Him when he has finished eating, just as he does that at every meal.
