PT Kilang Pertamina Internasional (KPI) is developing environmentally friendly fuel production facilities by including green refinery to the Company’s Long Term Plan (RJPP). This is a KPI step to support the target Net Zero Emission in 2060.
Taufik Aditiyawarman, Main Director of KPI, said that in the RJPP the company planned to build environmentally friendly fuel production facilities or green refinery. A number of environmentally friendly refinery projects are underway, including the development of the Cilacap Phase 2 refinery which is projected in 2027 with a production capacity of 6 thousand barrels Hydrotreated Vegetable Oil (HVO) for hari (bph).
Phase 1 has been completed with a capacity of 3 thousand barrels. Overall, the Cilacap Refinery is one of Pertamina’s largest refineries with a processing capacity of 348 thousand barrels per day.

“Apart from that, the Plaju refinery is targeted for completion in 2030 with a biofuel processing capacity of 20 thousand bpd, the Dumai refinery in 2031 with a capacity of 30 thousand bpd, and the Balikpapan refinery in 2034 with a capacity of 30 thousand bpd,” said Taufik in a Brunch Talk discussion entitled Decarbonizing the Future : The Role of Green Fuel in Reducing Emissions organized by the Editor of the Energy Society (E2S) in Jakarta, Thursday (10/10).
Taufik explained that KPI is also ready to carry out government programs if given the mandate to launch diesel fuel products with low sulfur content. The Balongan refinery is currently ready to produce fuel with a sulfur content of 10 ppm.
Currently, KPI is ready to produce diesel with the product low sulphur 10 ppm from Balongan. Other refineries still vary. However, next year, the Balikpapan refinery will start operating in 2025 and be able to produce EURO 5 fuel with a sulfur content of 10 ppm, good for gasoline as well as diesel.

“This will increase capacity to meet needs in the Java and Kalimantan regions,” he explained.
Currently, KPI is able to produce biofuel through several methods. One of them is through co-processing vegetable raw materials mixed with conventional feedstock on existing process. This process is passed to produce sustainable aviation fuel (SAF).
“We modified the THDT unit for coprocessing “SAF at the Cilacap Refinery with a capacity of 9 thousand bpd,” he said.

In producing biofuel, KPI also processes vegetable raw materials (CPO Based) with a composition of 100% which completely becomes feedstock (Refined Bleached Deodorized Palm Oil/RBDPO). This is done for production green diesel or B100.
“HVO from the Cilacap refinery is a conversion from RDBPO feedstock, specifically 100% renewable diesel product or B100 with a capacity of 3 thousand bpd,” he said.
Arie Rachmadi, Senior Researcher at the National Research and Innovation Agency (BRIN), explained that the use of biofuel is one of the best ways to reduce the emissions that have been produced by vehicles. Indonesia is on the right track with a successful biodiesel program, in line with global trends increasingly towards the use of biofuels.

“One of the focuses that should be pursued is use gasoline environmentally friendly because the largest consumption is in gasoline gasoline,” he said.
According to Ali Ahmudi Achyak, Executive Director of the Center for Energy Security Studies (CESS), the biggest challenge in being able to encourage the biofuel program apart from the supply of raw materials is that the price is still high. This is considered reasonable because new renewable energy (EBT) is still considered expensive energy because it is not used as much as fossil energy. For this reason, penetration and support from the government is crucial.
“There must be good will from the government by providing incentives to ensure availability feedstock. Feed in tariff must be removed,” said Ali. (E-2)
