Ecolo adopted Sunday, during a general assembly in Louvain-la-Neuve, three proposals intended to revitalize a democracy confronted with “the crisis of confidence of the citizens with regard to the institutions and the political world.”

These proposals aim to establish “more participation, ethics and efficiency”, according to the co-president of Ecolo, Rajae Maouane, quoted in a press release.

They relate in particular to the inclusion of the “decisional preference” in the Constitution. The population would be invited to express themselves on a range of choices which would allow them to identify a hierarchy between different options. “It is therefore less binary than referendums and allows the expression of more nuanced positions. But the referendum was also acclaimed in the GA. Ecolo has therefore opted to integrate these two tools of direct democracy into the Constitution.”

The GA also adopted the idea of ​​creating a “right of citizens’ initiative” at the legislative level. Any citizen might submit a proposal for a law or decree for it to be debated and, if necessary, adopted by the parliament concerned and implemented immediately.

Activists, elected officials and supporters of the French-speaking Greens have also spoken out in favor of the establishment of a permanent citizens’ assembly to replace the Senate, whose scope of action would cover all the powers of the federal state and federated entities. . This Citizens’ Assembly would be made up exclusively of people drawn by lot. “It would be a world first at the scale of a country”, underlines Ecolo.

Finally, a fourth proposal will have to be reworked. It concerns the taking into account of the votes of abstainers. “The democratic stall that they express is a central issue” for ecologists. The party’s federation council is called upon to find a concrete modality.

“In recent years, citizens’ crisis of confidence in institutions and the political world has been fueled in particular by the health crisis, the explosion of bills and the political scandals that have made the headlines”, according to the Greens.

Their co-president Jean-Marc Nollet punctuated the GA by saying that he hoped that four measures would be adopted before the end of the legislature: the reduction in the salaries of deputies by 2,500 euros net per month, full decumulation, the end of special regimes for elected officials (exit allowances, extra salaries for “special” functions, etc.) and the adoption of the G1000 proposals, including the reduction of resources allocated to parties.
