Revised Confederation’s Financing Gap for 2023: Updates, Figures, and Implications

The Confederation’s financing gap for 2023 has been slightly revised. It amounts to 1.8 billion francs, compared to 1.5 billion according to calculations in June. However, it remains significantly below the budgeted 4.8 billion.

Ordinary expenditure should amount to 80.4 billion instead of the 80.1 billion announced this summer, in particular due to a higher estimate regarding additional appropriations and appropriation overruns, the government indicated in a communicated.

The 2023 budget forecast a financing gap of 4.8 billion. But according to current forecasts, the rescue mechanism intended for the electricity sector (4 billion) should not be used.

As for the structural financing deficit in the sense of the debt brake, it should be heavier than expected, amounting to 700 million. However, expenditure will not exceed the ceiling set in the budget.
