This overhaul of the BCI approval system is part of the implementation of the commitments of the program contract signed between the government and professionals in the construction sector, aimed, among other things, at the organization and development of consulting and engineering profession considered as a development lever in Morocco, given the essential role played by its actors, in the promotion of national economic development and the creation of employment opportunities.
Speaking on this occasion, the Minister of Equipment and Water, Nizar Baraka indicated that this meeting is of particular importance since it essentially aims to put in place new standards which will make it possible to categorize the various design offices. and to standardize this most dynamic sector of activity which accompanies the major projects carried out by the Sovereign.
The time has come, he said, to update this system, which has been in operation for more than twenty years, with the aim of improving its governance and redefining its modus operandi in order to consolidate its position as one of the powerful tools able to allow the development of the competitiveness of national engineering and to improve its capacities according to the global strategic approach stipulated in the program contract signed between the State and the professionals.
Referring to certain dysfunctions that taint the proper functioning of this system relating in particular to the regulatory and technical plans, the failure of studies and the criteria for granting approval areas, Mr. Baraka emphasized the importance of this reform, which should guarantee the establishment of an effective monitoring and evaluation system in this area of activity.
It must also be a lever for the development of the sector and aims to ensure the strengthening of efficiency, effectiveness, trust, cooperation and coordination between professionals and contracting authorities, and to enable this sector to fully play its role in the development of the country under the enlightened leadership of His Majesty King Mohammed VI, he continued.
And to add that this meeting constitutes a space of reflection to exchange and identify the stakes of the BTP in the field of the council and the engineering as well as the expectations of the owners and the professionals of the sector.
For his part, the president of the Moroccan Federation of Consulting and Engineering (FMCI), Nabil Benazzouz stressed that the system of approval of engineering offices is called to be revised in a substantial and analytical way to be able to support the development experienced by Morocco since the date of its implementation.
“The risk analysis done on the sector and the optimization of projects in general in which engineering consulting firms evolve requires this revision,” he said in a statement to the press.
According to Mr. Benazzouz, the study should be carried out by three offices which report to the FMCI and monitored by a steering committee made up of representatives of the federation, the ministry and the various principals who are at the origin of the projects. in which the members of the Federation evolve.
The approval system contributes considerably to the organization and structuring of the consulting and engineering profession in Morocco, allows the management of its access to public procurement and ensures the carrying out of quality studies on behalf of the State.
Initiated by the Ministry of Equipment and Water, this meeting was an opportunity for construction professionals and institutions concerned by the accreditation system to express their needs and expectations of this study, and to collect their opinions. and orientations for a better completion of the missions of the study in its various phases of realization (Phase 1: inventory, evaluation of the current system and Benchmark at the international level. Phase 2: proposal of scenarios of reforms for a new system of ‘approval).
