Resolving Noise Pollution: Challenges and Solutions for Local Airport Practices

The various local residents’ associations and the representatives of the sectors concerned by a framework for airport practices have not succeeded in agreeing on solutions to reduce noise pollution. On Tuesday, it was the differences between actors who were mentioned as the main causes. On Wednesday, several players contacted us to inform us of a major element as the cause of the malfunction.

No PV, no ROI

“No, the file is not blocked”, write six associations of representatives of inhabitants, including UBCNA-BUTV and Piste 01, Ça Suffit!. According to them, it is “the methodology of Cabinet Gilkinet [qui] is bad”. There were “only meetings with certain friendly associations, no response to letters and questions, no proposal presented by the cabinet during the Estates General”.

The associations add that there were “no meeting minutes, no lists of participants, no agenda, no Internal Rules”. Above all, they deplore the fact that the final report was published “without everyone’s knowledge”. This document, which summarized a participatory process “was not submitted to the Estates General and was not the subject of the slightest discussion or the slightest approval, reading or re-reading”.

According to our information, the minutes and the ROI appeared from the fifth meeting (out of nine).

“It was doomed”

These criticisms are also heard from the mayors. Claire Vandevivere (Les Engagés), mayor of Jette, goes in the same direction. “From the moment we hope to have a consensus between parties whose interests are diametrically opposed, between inhabitants who want to sleep and companies who want to defend their economic interests, the mission becomes impossible. Without a clear methodology to arrive at a decision, it was doomed to fail.”

Same story on the side of Woluwe Saint-Pierre. “This initiative was stillborn, it was reported to us several times at the conference of mayors”, says Benoît Cerexhe (Les Engagés). “It was the big commercial coffee. The minister was very little present during the sessions, if not at all.

The mayor of Wolusaint-Pétrus recalls that several international airports are taking measures to ban night flights (Schipol, Paris, etc.). “It is a measure that the minister might take. There is a consensus on this issue. I did not expect him to listen only to the arguments in favor of the economic development of the airport. It’s incredible !”

Improvable process

“Even if certain criticisms seem exaggerated to me, I have no difficulty in sharing the observation of the associations according to which the process of the Estates General can be improved”, admits Minister Gilkinet. “It has also improved over the course of its meetings, which has been pointed out by quite a few participants.”

Before adding: “As announced since the start of the process, it is now up to political leaders to complete the measures already taken or in progress (such as the variable fee system implemented a few months ago or the new take-off and landing currently under consideration) through new initiatives. What I have undertaken to do before July 21 and which is therefore imminent, with proposals that I want to submit to the Government concerning an update of the noise levels applicable to aircraft using our national airport, with the very clear objective of reducing the noise pollution experienced, particularly at the most difficult times of the day or week.”
