Request for ‘Extradition’: Taking ‘Tera’s’ Do-hyeong Kwon to the United States and Korea

The US and South Korean governments have requested the extradition of Terraform Labs CEO Kwon Do-hyung, who is a key figure in the ‘Terra Luna’ crash, according to Montenegro authorities. Montenegro Justice Minister Marco Kovac confirmed the request in an interview on March 29th. However, extradition will only proceed following Kwon completes his prison term for counterfeiting ID cards. There has been no formal request for extradition from the Singapore government even though Terraform Labs is headquartered in Singapore. Kwon and Terraform’s CFO, Han Chang-joon, were caught at Podgorica Airport in Montenegro on February 23rd while trying to board a plane to Dubai with a counterfeit passport. Both Korean and US prosecutors indicted Kwon on charges of fraud. It remains to be seen which country he will be extradited to first.

He added, “If convicted of the crime of counterfeiting ID cards, the extradition will proceed only following the prison term is completed.”

However, Minister Kovac added that there was no formal request for extradition from the Singapore government. Terraform Labs is headquartered in Singapore, which led to press reports that following Kwon’s arrest, not only the United States and South Korea, but also Singapore began to secure recruits.

On the 23rd, Kwon was caught at Podgorica Airport in Montenegro while trying to board a plane to Dubai, the United Arab Emirates (UAE), with a counterfeit passport, along with Terraform’s chief financial officer, Han Chang-joon.

As not only the Korean prosecutors but also the US prosecutors indicted Kwon Do-hyeong on charges of fraud, it is of utmost interest which country he will be extradited to first.
