Reports: US proposal for Gaza ceasefire agreement will set aside two key demands of Netanyahu

According to the Hebrew media, this proposal seems to meet most of Israel’s main demands, but it ignores two crucial points without a solution.

Channel 12, which published details of the US mediation proposal in the negotiations held in the Qatari capital, Doha, indicated that “the document specified the list of hostages to be released and the release dates, as well as the list of Palestinian prisoners to be released in exchange for each kidnapped person.”

According to the American proposal, “women and soldiers will be released first, and there will be priority for releasing living hostages.”

Washington also proposes “the release of Avra Mengistu and Hisham al-Sayed, who were captured by the factions movement years ago.”

The Hebrew media reported that the proposal includes a list of Palestinian prisoners who will be released in exchange for every Israeli prisoner, including 47 prisoners who were released in the “Shalit deal” and were re-imprisoned in recent years.

In addition, more detailed summaries were provided of the movements of the Israeli army in different areas of the Gaza Strip, during the period of the truce and ceasefire.

Media reports also stated that “the plan does not include the issue of the continued Israeli presence along the border between Gaza and Egypt, nor a mechanism to prevent the return of the armed factions’ movement forces to northern Gaza,” as these two points are considered essential in the view of Israeli Prime Minister Benjamin Netanyahu.

I24NEWS reported that a summit is scheduled to be held in Cairo tomorrow, Sunday, where Israel and the United States will try to find common ground on these issues, while Egypt and Qatar will not pressure the factions’ movement to accept the deal unless these points are resolved. The movement has previously made it clear that it will not accept a deal that includes these Israeli demands.

Israeli negotiators are preparing to hold talks with Netanyahu before leaving for Cairo, and US Secretary of State Antony Blinken is also expected to arrive in Israel on Sunday to hold negotiations.

Despite these developments, the agreement remains fragile, and the United States, with the support of Qatar and Egypt, hopes to finalize the agreement by the end of the coming week, but significant challenges remain, including regarding long-term security on the Gaza-Egypt border and control of northern Gaza.

On Friday, Qatar, Egypt and the United States issued a statement regarding the Doha summit that began on Thursday, which aims to bridge the gaps in negotiations between the Palestinian factions and Israel to reach a ceasefire agreement in Gaza and a prisoner exchange.

The statement indicated that “the path is now paved to achieve this result, save lives, provide relief to the people of Gaza, and calm regional tensions.”
