Repair: a QualiRépar offer at several speeds

At the end of 2022, the introduction of the repair bonus delighted recycling enthusiasts. A year later, the CLCV’s assessment reveals that development is still insufficient in relation to objectives, an unbalanced territorial network and almost non-existent repairs on certain types of devices that are nevertheless eligible.

The repair bonus launched at the end of 2022 aims to encourage the French to repair their electrical and electronic devices, rather than throwing them away. To reduce the cost of the repair, it consists of an immediate reduction in the repair bill, between €10 and €60 (excluding warranty), with QualiRépar-certified repairers (cf. all the new features for 2024). The national association of consumers and users (CLCV) unveils its second observatory of the repair fund for electrical and electronic equipment (EEA) over the period from December 15, 2022 to December 4, 2023. It raises several advances, but also points of dysfunction. Over the period, the repair bonus made it possible to cover, on average, 17% of the total cost of the repair, i.e. an average bonus of €23 on an average invoice of €136.

An under-exploited labeling potential

The Ecological Transition Agency (Ademe) estimates that there are around 30,000 repair sites spread across the entire French territory. As of December 4, 2023, 806 companies were labeled QualiRépar. The network of certified repairers now reaches more than 2,050 physical sites where consumers can bring their devices for repairs. “ This figure highlights a mesh still insufficient and uneven number of labeled stores, highlighting the need to expand the presence of these establishments throughout the territory », Estimates the observatory. In addition, the certified network includes nearly 2,600 itinerant technicians.

On average, a department includes 46 repair points, on site or at home. But the Observatory highlights an imbalance in this territorial network. “ The North, Paris and Bouches-du-Rhône have the lowest number of repair points per inhabitant: 0.39 repair points per 10,000 inhabitants in the North, 0.38 in Paris and 0.44 in Bouches -du-Rhône ”, shares the report. The departments of Lozère and Creuse have the most repair points per inhabitant: respectively 2.06 and 2.46 per 10,000 inhabitants.

Actors of all sizes

Leclerc-Est, Boulanger and Wefix are the three largest players in the repair fund. “ Among the 2,052 certified sites, SAV Leclerc-Est emerges as the major player with 389 sites spread across the entire French territory. It is closely followed by Boulanger, which has 210 sites, and Wefix, with 138 sites. », maps the observatory. These three companies alone represent 36% of all certified sites.

Alongside these major players, self-employed workers and small and medium-sized businesses are joining the movement. Small structures, with a single site staffed by one or two people, represent 56% of certified companies.

After a peak in activity between November 2022 and January 2023, around 600 labeled sites per month, the number of labels stagnates at around 100 per month between August and November 2023. This inertia would come from administrative costs and the time necessary to obtain certification. labeling, presumes the Observatory. To counter this effect, the process for craft businesses with fewer than 10 employees will soon be simplified and the labeling cost will go from €447 to €200 excluding tax for a three-year cycle.

What are the most repaired devices?

From December 15, 2022 to December 4, 2023, the repair fund recorded 158,132 repairs benefiting from the repair bonus. This remains well below the objectives: the eco-organizations were targeting more than 500,000 repairs supported by the end of 2023. A stagnation in monthly repairs, around 20,000, is even observed from the month of July.

CLCV notes that the most repaired devices are those for which the repair remains more advantageous and those for which repairer coverage is the most developed. “ With regard to equipment which has been the subject of a reimbursement request validated by QualiRépar, [on constate] a clear preponderance of cell phone, dishwasher and washing machine repairs. These three product categories alone represent nearly 66% of repairs carried out with the fund. »

Since January 1, 2024, 75 types of products are now eligible for the repair bonus. This requires having certified repairers with the required skills for each category. However, the repair of several everyday products remains almost non-existent. This is the case for coffee machines with filter, toaster, speakers, iron, kettle, citrus press or even drills. In these cases, CLCV emphasizes that “ constraints such as cost (repair more expensive than purchasing a new device) and time required to travel to a repairer may be factors influencing repair decisions ».

The major problem is that the majority of the French repair point network confines its activity to the repair of computer and telecommunications equipment, large and small household appliances, TVs and consumer electronics. Very few repairers request their certification to troubleshoot electrical tools, such as drills, cameras, toys and other leisure and sports equipment. To try to reverse the trend, since January 1, 2024, eco-organizations have increased the bonus for these devices by €5.
