The former minister, mayor of Tripoli, and former president of Al-Madina University, Ahmed Sami Minkara, passed away at the age of 83.
Minkara joined the Military Academy in 1960, and graduated with the rank of lieutenant in the Internal Security Forces in 1963, being the first in his class.
Then Officer Minkara graduated from the Institute of Internal Security Forces and then at the Beirut Police Command. He also served in the Staff of the Administration Division until he assumed the acting Chief of Staff for a year, then he resigned in 1989.
In 1973, he followed a two-year course at the Higher College of Administration in Belgium, then undertook a staff course in France, in addition to a course in planning at the International Higher Institute of Public Administration in Paris.
In addition, Minkara studied law at the Lebanese University and obtained a diploma in public and private law, then he obtained a state doctorate in public finance.
After that, he taught at the Lebanese University and the Islamic University between the years 1989 and 2018, and in 2005 he became president of the Rashid Karami Institute for Higher Education – Al-Madinah University (formerly Al-Manar).
Minkara assumed the presidency of the Municipality of Tripoli and the Federation of Fayhaa Municipalities from 1989 to 1998.
He was also appointed Minister of Tourism in 1990, and later was appointed Minister of Education and Higher Education in the government of Prime Minister Omar Karami in 2004.
He also held the position of Vice President of the Lebanese Red Cross Society between 1990 and 2005, and a consultant and founder of the United Cities Organization since 1990.
And Chairman of the Board of Directors of the Islamic Charitable Hospital in Tripoli.
The head of the Dignity Movement, Representative Faisal Karami, mourned the deceased, saying that “Lebanon and Tripoli today lost a great national and scientific stature, and I lost a brother, a friend, and a teacher in loyalty, morals and values, and he who I knew was a friend of my father, President Omar Karami, then we worked together to complete Omar Karami’s march in preserving, protecting and continuing the work of institutions in the most difficult circumstances. My condolences and my sincere feelings to the honorable Minkara family and to the late family, and we belong to God and to Him we shall return.”
